The Office of Inspector General (OIG), works within the U. S. Department of Transportation (DOT) to promote efficiency and effectiveness, and prevent or stop waste, fraud and abuse in departmental programs. We do this through audits and investigations. OIG also consults with the Congress about programs in progress and proposed new laws and regulations. 

Duties

Leads projects using advanced analytics techniques such as machine learning, natural language processing, robotic process automation, and artificial intelligence, to include the research, design, development, deployment, and enhancement of enterprise-wide analytics solutions.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: Basic Requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: GS-12 grade level, you must have one year of specialized experience at least to the GS-11 grade level in the Federal service. Examples of Specialized experience for this position includes: Experience with data science and analytical methods from conducting machine learning, Natural Language Processing, and technical procedures such as, solution design, implementation, and deployment. Experience using one or more relevant data science programming languages such as, R, Python, SQL; the use of an integrated development environment (IDE) such as, RStudio. Experience with evaluative methods based on analytical skills and experiences balancing project and technological risk of the advanced solution's design, development and implementation. Experience with data preparation methods such as, feature creation, exploratory data analysis, model creation, and data visualization. Experience developing machine learning and AI models. Experience using data analysis, data visualization, and data reporting tools such as Power BI or Tableau. Experience serving as technical lead responsible for assisting in coordinating and executes studies of marked difficulty and responsibility that address advanced data modeling techniques and procedures, data trend analysis and the development of mathematical data algorithms. GS-13:To qualify at the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Examples of Specialized experience for this position includes: Experience with data science and analytical methods from conducting machine learning, Natural Language Processing, and technical procedures such as, solution design, implementation, and deployment. Experience using one or more relevant data science programming languages such as, R, Python, SQL; the use of an integrated development environment (IDE) such as, RStudio. Experience leading the development and documentation of tools for assigned data programs and projects. Experience with evaluative methods based on analytical skills and experiences balancing project and technological risk of the advanced solution's design, development and implementation. Experience serving as subject matter expert identifying, developing, and integrating pertinent information, including internal and external sources, through various data collection procedures and technologies, including emerging data science and big data methodologies. Experience defining data science problems and generating solution designs. Experience applying effective communication, both orally and in writing to articulate findings and recommendations. Experience with data preparation methods such as, feature creation, exploratory data analysis, model creation, and data visualization. Experience developing machine learning and AI models. Experience using data analysis, data visualization, and data reporting tools such as Power BI or Tableau. Experience researching and applying internal guidelines, policies, and procedures in order to adapt them to varying circumstances, including resolving conflicts between directives and guidance from different sources.
