About the Position: This position is located at the Logistics Readiness Center (LRC), U.S. Military Academy, West Point. Located in the scenic Hudson River valley, only 50 miles from New York City, the U.S. Military Academy at West Point is a four-year academic institution, a nationally-renowned historic site, and the oldest continuously occupied military post in America. The undergraduates, known as cadets, are commissioned as officers in the US Army upon graduation.
Duties
Serve as Ammunition Accountable Property Officer, Ammunition Supply Point (ASP), US Army Garrison, West Point and Contracting Officer's Technical Representative.
Ensure munitions stocks are properly accounted for and maintained during requisitioning, receiving, posting of munitions stock records, storage, issuing, disposal of suspended munitions, disposal of residue, retrograde of munitions and components.
Interpret and implement regulations and directives pertinent to the accountability and control of ammunition stockage.
Monitor contractor to ensure forecasted training ammunition, munitions, and operational loads are requisitioned, received, stored, issued, retrograded, and residue processed.
Coordinate with various offices and agencies on ammunition availability, delivery dates, etc., taking into consideration storage capacity, security needed, available munitions substitutions, and transportation.
Investigate, verify, and report any loss, theft or recovery in accordance with regulations and policies. Initiate Reports of Survey and provide information to the investigating officer.
Participate in installation emergency operations exercises.
Utilize automated ammunition supply systems such as Standard Army Ammunition Systems-Modernization (SAAS-MOD), Total Ammunition Management Information Systems (TAMIS).
Monitor and evaluate adequacy of contractor performance in ASP operations including stock control, accountability, maintenance, operation of automated systems such as Standard Army Ammunition System, Total Ammunition Management Information System.
Resolve ammunition/supply problems or issues or provide alternate courses of action to resolve ammunition/supply problems or issues.
Perform supervisory duties to include planning and assigning work, developing performance plans and preparing performance evaluations, and identifying training needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
- The Domestic Violence Offender Gun Ban bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. It is a Drug Testing Designation Position (TDP).
- You are required to sign a DA Form 5019-R and must pass a pre-employment drug test and subsequent periodic drug screenings thereafter.
- You must obtain and maintain a valid Secret security clearance.
- You must work occasional evenings, and/or holiday hours, to include mandatory or unscheduled overtime as mission dictates.
- You must successfully clear local screening check on Department of the Army (DA) Form 7708, Personnel Reliability Screening and Evaluation.
- You must complete training, and obtain and maintain ammunition certification within 180 days after hire date.
- You must obtain and maintain a valid state-issued driver's license.
- Appointment to this position is subject to a one year probationary period unless you have previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: (1) Ammunition supply management as it relates to ammunition requisitioning, receipt, storage, issuance, retrograding, distribution, and/or disposal; (2) Ammunition accountability and/or control to include maintaining ammunition stock records; (3) Utilizing automated ammunition supply systems such as Standard Army Ammunition Systems-Modernization (SAAS-MOD), Total Ammunition Management Information Systems (TAMIS); and (4) Resolving ammunition/supply problems or issues or providing alternate courses of action to resolve ammunition/supply problems or issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Supply, Logistics, Business Management or another related field. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
