This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D1912P01 and is part of the NM USPFO Traffic Management Branch, National Guard.
Duties
This position is located in the United States Property and Fiscal Office (USPFO). The purpose of the position is to: Plan, manage and direct the daily Commercial Traffic Management Program for both equipment and passenger movements; develop traffic management programs for both peacetime and wartime; provide technical traffic management advisory services; establish operating requirements; and formulate local commercial traffic management policies. Incumbent may be appointed as the Container Management Officer and as the Assistant Contracting Officer Representative (ACOR).
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications
Military Grades: Enlisted (E-5 to E-7)
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems
SPECIALIZED EXPERIENCE: GS-07 - Must have at least 12 months experience, education, or training involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Experience in making effective presentations both orally and in writing.
GS-09 - Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.
