This position is in the VA Healthcare Network Upstate New York, Fiscal Operations Management Team located at the Syracuse VA Medical Center, NY. The primary purpose of this position is receiving, controlling, monitoring, validating, recording, analyzing, and reporting on accounting transactions that affect the assets, cost, liabilities, revenue, and proprietary accounts of programs serviced.
Duties
Duties of the position include but are not limited to:
Analyzes, codes, and processes all types of accounting transactions involving various types of funds ensuring the accuracy and completeness of information provided in accordance with regulatory requirements.
Maintains the accounting records to assure that the computer output subsidiary ledgers, registers, and general ledgers show the correct accumulation of data.
Balances and reconciles reports, statements, summaries, and trial balances with supporting accounting data on daily/weekly/monthly/yearly basis constituting a complete reconciliation.
Reviews purchase orders, contracts, travel orders, and other claims against obligated funds and enters data into accounting systems, correct invalid/incorrect entries, and prepare trial balances to check the status of accounts.
Verify contract payment provisions and reviews files for accuracy and compatibility with the various accounting systems used and receive, extract, record, and balance data for assigned accounts in automated systems.
Monitors accounts and sub-account balances, review postings to ensure accuracy and recommend appropriate corrective action.
Notes discrepancies and follows up to clarify and correct.
Analyzes information from these sources to determine its impact on the report as this reflects in various accounts.
Analyzes and controls all accounting documents requiring posting to the general ledgers and subsidiary ledgers of the installation.
Analyzes accounting reports, records and supporting documents of the installation and initiates adjustment action as may be required.
Reviews accounting data to determine the accuracy of supporting information provided.
Performs a variety of accounting technician duties and is an alternate agent cashier which includes performing a board range of cash receipt and disbursing duties for patients, Veterans, and employees.
Performs other related duties as assigned.
Work Schedule: 8AM-4:30PM, M-F/ 7:30AM-4PM.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing accounting data to determine the accuracy of supporting information provided; ability to prioritize workload and meet deadlines; performing a variety of accounting technician duties and is an alternate agent cashier which includes performing a board range of cash receipt and disbursing duties for patients, Veterans, and employees; ability to use software programs such as Microsoft office; reviewing purchase orders, contracts, travel orders, and other claims against obligated funds and enters data into accounting systems, correct invalid/incorrect entries, and prepare trial balances to check the status of accounts; and excellent customer service skills.
