This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
This positing is for the Pharmacist-Director of Clinical Information Systems for the NY/NJ (VISN 2) VA Healthcare System Network office, who will serve as the VISN 2 lead for the numerous Clinical Information Systems actively deployed across our network. They will report to the VISN 2 Chief Health Informatics Officer (CHIO), and will be an integral member of a small but expanding VISN 2 Health Informatics Service.
Duties include but are not limited to:
Clinical
The incumbent is the VISN Program Manager for the entire Electronic Health Record, including VISTA Clinical Information system (CIS) and associated clinical applications with main emphasis on Pharmacy related packages and their interface with the Computerized Patient Record System and Clinical Procedures.
Coordinates the management of these packages with the VISN Executive Leadership team and VISN program officials; as well as coordinates facility level HER activities with Chief of Pharmacy, BCMA Manager, Chief Health Information Officer (CHIO), the Chief of Staff and managers/chiefs of the various clinical services.
Serves as a liaison between the Chief of Staff, Pharmacy, the direct patient care service chiefs, ancillary and administrative service chiefs, Biomed, and OI&T; regarding the electronic patient record and all clinical information system programs at this Medical Center and its outpatient clinics.
Coordinates Order Entry and Results Reporting/Computerized Patient Record Systems(CPRS) programs, Clinical Procedures, Bar Code Medication Administration, and the related software packages that comprise those programs.
Implements, coordinates, evaluates and manages the CPRS and Clinical Procedures programs as it relates to Pharmacy packages as well as other interfacing clinical packages.
Works with all medical center clinicians to analyze their problems and provide solutions or suggestions concerning the VISTA/GUI clinical programs.
Assists in communicating Pharmacy, VISTA clinical information systems program operational requirements and/or inconsistencies to local and national developers, to enhance future applications and/or correct any current program deficiencies.
Designs conversion charts, such as Heparin Infusion Rates to enable ordering in ml/hr as opposed to units/hr to accommodate the Pharmacy software.
Serves as a subject matter expert and coordinates pharmacy related clinical decision support tools i.e. Naloxone clinical reminder order checks, Prescription Drug Monitoring Program EMR tools and other informatics-based solutions
Serves as the CPRS Pharmacist expert locally as well as a consultant for VISN 2 and other pharmacist throughout the VA system. Serves as a consultant to Pharmacy ADPAC and Pharmacy Chief. Facilitates the automation of pharmacy processes as related to CPRS/BCMA
Technical.
May serve as a program preceptor to other VISTA clinical information systems coordinators responsible for CPRS programs, and provides education and training on systems applications, file management and program development as required.
Collaborates with counterparts in the VHA system and participates in activities that are essential to optimum delivery of patient care based on the development of quality ADP programs.
Keeps abreast of technological and software development in health care automation and may assist with the projection of computer resources and equipment requirements for the VISN.
Identifies problems and potential impediments in making the conversion from manual to automated information systems and the electronic medical record.
Represents the VISN and individual medical centers at various meetings, conferences and conventions where appropriate or directed, and serves as a resource for many medical center committees as related to clinical packages, CPRS, Clinical Procedures, BCMA and Pharmacy program issues.
Education/Training/Research:
Trains physicians, dentists, nurse practitioners, physician assistants, nurses, pharmacists, and other clinical and administrative staff in the use of the CPRS programs and advises the clinical staff of those features of the CIS programs, which may help them, manage patients more efficiently.
Assist in the training of clinical applications package coordinators (ADPAC) and other clinical coordinators.
Work Schedule: 8AM-4:30PM, M-F.
Telework: This not virtual position. The incumbent will report to the either the VISN office in Tarrytown or Albany for a minimum of 3 days per week or 6 days per pay period. Telework is an option to be discussed with the candidate for the remaining 2 days per week or 4 days per pay period.

Qualifications
The incumbent will serve as the VISN lead for the Electronic Health Record (EHR) Modernization efforts, including extensive standardization of legacy systems in preparation of Cerner deployment. He/she will report to the VISN Chief Health Informatics Officer (CHIO) and be an integral member of a newly formed VISN Informatics Service.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy). (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

NOTE: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations GS-14
Experience. In addition to the basic requirements, must have 1 year of experience equivalent to the next lower grade level (GS-13).
National or VISN Program Manager.
Responsible for the management of national or VISN level programs. These programs include collaboration with other Federal agencies (e.g., National Institutes of Health, Public Health Service, Department of Defense, Food and Drug Administration (FDA), Centers for Disease Control etc.) or organizations outside the Federal health system. Programs of this magnitude are directed by the VA Central Office or a VISN.

Preferred Experience: A minimum of two years of work experience in a health informatics/healthcare IT role is preferred. Prior experience working with healthcare related Commercial Off The Shelf Products (COTS) and Electronic Health Records is desired. Work experience and/or certification in Project Management, Change Management, and System Redesign is preferred in an ideal candidate.
