About the Position: Budget Analyst in the Program and Budget Branch, Resource Management Division, of a US Army Medical Treatment Facility (MTF). Participates in the formulation of budget estimates and financial/budget reports. Develops summarized tentative operating budget for selected elements. Lyster Army Health Clinic and facilities, Fort Novosel, AL.

Duties
Provide information, utilizing Microsoft Office Products in formats such as charts, spreadsheets, transparencies, summary sheet, and information papers.
Use statistical forecasting methods such as, applied time-series analysis, economic modeling and risk assessment techniques to develop and defend budget estimates and monitor budget execution.
Plan, develops and conducts studies and review of interrelated functions of substantial technical complexity.
Provide advice and guidance to management and staff on budget formulation, presentation and execution.
Assemble and maintain data and documentation in support of the proposed program budgets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for aTier3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination there after to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 with in 2years of appointment. Failure to obtain and maintain certification may result in adverse action.
Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Specialized Experience: One year of specialized experience which includes coordinating budget estimates and operations; utilizing statistical forecasting methods to develop and defend budget estimates and monitor budget execution; and planning, developing and conducting studies to review interrelated functions.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. (Note: You must attach a copy of your transcripts).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the two years (total graduate semester hours minus 36) by 18. Add the two percentages.
