The primary purpose of this position is to plan and direct all DAF auditing operations in the operations and support. Responsible for ensuring that all audit efforts directed or accomplished within the directorate are planned, executed, and reported in accordance with the Government Auditing Standards published by the Comptroller General of the United States.

Duties

The Assistant Auditor General plans and directs all DAF auditing operations in the broad operations and support areas. Responsible for ensuring all audit efforts directed or accomplished within the directorate are planned, executed, and reported in accordance with the Government Auditing Standards published by the Comptroller General of the United States. Incumbent maintains cognizance of and adherence to all applicable internal audit guidance from the Office of Management and Budget, Department of Defense, DoD Inspector General, and the DAF. Develops and implements directorate policies and procedures that carry out and institutionalize AFAA goals, priorities, and values. Analyzes Congressional concerns, DoD plans, and DAF programs to establish prioritized long- and short-range audit plans that direct audit resource to the areas of greatest need and maintains the capability to provide rapid and effective response to special audit requests from senior DAF leaders. The Assistant Auditor General serves as the release authority for draft reports of audit, generated by DAF enterprise-wide audits, in operations and support areas. Incumbent ensures that DAF-level reports meet Government Auditing Standards, address material issues, and include practical and constructive recommendations. As a member of the AFAA's top management group, advises the Auditor General on technical matters of major significance to the AFAA, such as contemplated or proposed consolidations, revisions or innovations in the scope and nature of audit, and selection or suitability of key professional and executive personnel for promotion and placement. The Incumbent establishes procedures that effectively implement DAF and AFAA personnel management policies and supervises the Deputy Assistant Auditor General and four associate directors, all GS -15s. Assistant Auditor General provides oversight and supervision to the associate directors who have the responsibility for executing the acquisition, logistics, and financial internal audit program, and evaluates the technical and managerial competence of key personnel. Actively supports recruiting, developing, and retaining a high-quality workforce. Reviews and recommends/approves selection, promotion, and reassignment of staff. Establishes performance standards and critical elements, evaluates employee performance, and initiates suitable awards and bonuses. Incumbent initiates recognition and disciplinary actions for key personnel and provides training and developmental opportunities. Assigns work and, with personnel office assistance, establishes positions based on staffing needs and economical use of resources. Establishes and maintains an effective two-way communications process and positive harassment-free workplace environment. Communicates with employees and deals with individual problems. Selects and applies appropriate management techniques (e.g., participative problem solving, management by objectives, etc.) to communicate organizational goals and objectives. Assesses organizational strengths and weaknesses and supports open relationships, team building, feedback, and related productivity. The Assistant Auditor General participates in the development and promotion of equal employment opportunity (EEO) Program. Demonstrates consistent emphasis on EEO and supports a recruitment plan to assure equitable representation of under-represented groups in the workforce, consistent with EEO goals. Ensures that support for EEO policy is understood and followed by subordinate managers and assures that equal opportunity consideration underlies all personnel and supervisory actions with attention given to any special developmental or recruitment objectives. Maintains an effective training program and ensures that all directorate personnel meet the training requirements specified by the Comptroller General in the Government Auditing Standards. Advises the Auditor General in areas of audit management within his/her directorate responsibilities and conducts special analyses and evaluations to solve technical problems. As designated by the Auditor General, participates in special DAF or DoD study groups, which require extensive application of both broad professional and specific DAF principles to resolve major Agency-wide audit issues or management problems. Represents the AFAA in conferences with key officials of the DoD, DAF, General Accounting Office, other government agencies, professional organizations, and private industry to discuss problems of mutual interest, help arrive at solutions to current audit problems, and foster an appreciation of the audit services provided by the AFAA. Incumbent participates in meetings of local and national professional accounting and auditing organizations as a speaker, officer, or member for the exchange of information and views about developing techniques and audit methods, and their relationship to AFAA programs, and performs other duties as assigned.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Special Sensitive/ Top Secret (SCI) clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MINIMUM QUALIFICATIONS: 1. EDUCATION REQUIREMENT: a. Bachelor's Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR b. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. 1) You must possess 24 semester hours in accounting or auditing courses of appropriate type and quality, can include up to 6 hours of business law; or 2) A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A.1. 2. Certification Requirements: This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. 3. Specialized Experience: To meet the minimum qualification requirements for this position, you must have one (1) years of specialized experience at the next lower grade (GS-15/GG-15/Pay Band 4/5) or equivalent. Specialized experience must include experience which includes: 1). Audit data, plan, organize, conduct and direct complex analyses to ensure compliance of internal controls over financial reporting. 2). Interpret and communicate applicable policies and procedures to leadership and components efficiently and effectively. B. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Demonstrated strategic level experience to manage teams and work with diverse clients, Department of the Air Force leadership and field components with a knowledge of the business management environment including responding to customer requirements (operational, user, and policymaker); integrating auditing services within other government and/or private sector organizations; promoting conflict resolution. 2. Demonstrated knowledge of auditing standards and at least 10 years of experience in internal auditing. Comprehensive knowledge of DoD, Comptroller General, and AF requirements associated with the internal audit function; and possess broad knowledge of AF and DoD missions, policies, operations, and procedures. C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications.
