The Birmingham VA Health Care System is a Level 1A acute tertiary medical and surgical care facility with 313 authorized beds located in downtown Birmingham; Alabama is recruiting for a Supervisor Diagnostic Radiologic Technologist (IR/Vascular) to work within the Radiology/Imaging Services.
Duties
The Supervisor Diagnostic Radiologic Technologist (IR/Vascular) has the full responsibility for technical aspects, administrative and patient care functions within the Interventional Radiology section. Also, he/she has full supervisory responsibility for a staff of nonsupervisory personnel at the GS-10 and below, which may include support staff. The incumbent must coordinate/schedule staffing for all Interventional procedures' areas, to include all Angio, Vascular, and Pain Suites.
The incumbent evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff. Experience must demonstrate practice skills in the various interventional specialty areas or in administration demonstrating progressively more professional competency and judgement. He/she must continue training and developing skills on a recurring basis to maintain competency in all interventional procedures to train and test competency of subordinate staff.
The Incumbent works under general supervision of a Title 38 hybrid Chief Diagnostic Radiologic Technologist/Imaging Program Administrator or Radiology Administrator Officer.
Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
Provides care and/or services appropriate to the age of the patients being served, and which is appropriate to the cognitive, emotional, and chronological maturation of the patient. Assesses data reflective of the patient's status and interpret the information needed to identify each patient's requirements relative to their age-specific needs and to provide care needed as described in the services' policies and procedures. Takes into consideration age-related differences of the various veteran populations within this institution. The incumbent must demonstrate the knowledge of the changes associated with aging and possess the ability to provide care/support based upon age related factors.
Protects and maintains the privacy and confidentiality of printed and electronic files in accordance with the applicable laws and regulations on confidentiality such as the Privacy Act of 1974, the Health Insurance Portability and Accountability Act (HIPAA), the Freedom of Information Act, and other applicable laws federal regulations, VA statutes and VHA policy.
Protects the data unauthorized release or from loss, alteration, or unauthorized deletion Follows established security policies regarding passwords, PC security, document disposal, etc. as set out in the computer access agreement that the incumbent signs
Implements and monitors OSHA goals for Life Safety Management, health, and the environment procedures. Reports safety hazards, accidents, and injuries. Implements, monitors, and reviews hazardous materials/Material Safety Data Sheets (MSDS)/waste management, fire protection. Implements and monitors Emergency Preparedness plan. Implements and monitors security policies/procedures. Implements and monitors compliance with federal, state, and local environmental and other requirements preventing pollution, minimizing waste, and conserving cultural and natural resources.
Implements and monitors infection control practices for disease prevention (i.e., hand washing, universal precautions/isolation procedures, including TB requirement/precautions.
Fosters a high profile of the VA Occupational Safety and Health Program by assuring employee awareness of potential safety hazards, promptly reporting all injuries, and effecting corrective actions necessary to eliminate safety and health hazards in the work area.
Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
Credentialing Standards: Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
Loss of Credential: An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment.
Physical Requirements: Heavy lifting, 45 pounds and over; Reaching above shoulder; Use of Fingers; Walking 6 hours; Standing 8 Hours; Specific visual requirement; Specific Hearing Requirement; Emotional and Mental stability; Ability to read typewritten characters w/o glasses. Ability to hear conversational voice with or w/o hearing aid.
English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-11 . At least one year of experience equivalent to the next lower grade level (GS-10) directly related to the position being filled that demonstrates the clinical competencies needed to evaluates new products and equipment and makes recommendations to the supervisor concerning upgrades/new purchases that would improve operations. The incumbent develops and maintains protocol manuals for procedures performed in the section. The incumbent is responsible for implementation and adherence to all safety practices and policies for the section. The incumbent directs the development and implementation of services and treatment to patients through the supervision, mentoring, and oversight of assigned clinical staff.
Experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. The candidate must demonstrate all of the following technical KSAs:
i. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation.
ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity.
iii. Skill in problem solving and conflict resolution.
iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound).
v. Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions.
vi. Skill in participating in organizational facility initiatives, workgroups, and/or committees.
