About the Position: Serve as a Procurement Analyst for the U.S. Army Mission and Installation Contracting Command (MICC) located at Fort Cavazos, Texas. THIS IS NOT A REMOTE POSITION - DUTY STATION IS FORT CAVAZOS, TEXAS. The following incentives MAY be offered. Duties

Duties listed below are at the full performance GS-1102-12 grade level. Perform reviews of solicitations, contracts, and contract actions for various supply, service, and/or construction contracts. Develop guidance material for activity contracting personnel and advise management and contracting officers on contracting and procurement policies and procedures. Publish informational material to inform, clarify, and explain regulatory and policy changes and to note recurring errors observed during contract review. Work with division chiefs, branch chiefs, team leaders, and contract specialists to review contract discrepancy reports and contractor responses to them. Perform additional procurement and staff analyst functions and special projects and plans and conducts acquisition training for contracting personnel. Document formal reviews and provides recommendations to clearance review authorities. Provide expert technical advice and assistance regarding specific situations or problems and changed procedures imposed by higher headquarters involving regulations, laws, and good business practices.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.
  • You may be expected to travel up to 15% for this position.

Basic Requirement for a Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09 Specialized Experience: One year of specialized experience which includes 1) Performing pre or post award contracting functions using fixed price, cost-reimbursement, or a combination of contract methods; and 2) Performing the review of bids, proposals, or quotes to determine price reasonableness. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. GS-11 Specialized Experience: One year of specialized experience which includes 1) Reviewing contracts for accuracy and conformity to policy and law AND 2) Performing pre-award or post-award functions such as price analysis, contract reviews, etc. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. GS-12 Specialized Experience: One year of specialized experience which includes 1) Reviewing contracts for accuracy and conformity to policy and law; 2) Performing pre-award or post-award functions such as price or cost analysis, contract reviews, etc.; AND 3) Training new personnel on contracting and procurement procedures to support career progression. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-12 ONLY) you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-11 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
