The USDA, Agricultural Research Service (ARS) U.S. National Poultry Research Center (USN PRC) includes two facilities, the Richard B. Russell Research Center (RBRRC) and the Southeast Poultry Research Laboratory (SEPRL). The RBRRC is ARS' major center for poultry and food safety research. The SEPRL is a World-renowed reference laboratory with international stature in Avian Influenza diagnostics, testing and vaccine development as well as strain typing.
Duties
The Director serves in a leadership role for planning and developing overall policies, and procedures for broad, goal-oriented research and management programs.
Participates in a matrix management environment to develop research priorities and projections, budgets, and use of facilities based on the needs of agriculture nationwide.
Lead and directs an organized and systematic approach to identify research needs of stakeholders and clientele, plan research approaches, accurately forecast the resources required, and projects time required to make advances with substantial impact.
Evaluates the excellence and effectiveness of program operations in terms of adherence to intended objectives, schedules, utilization of resources, and qualitative value of research results or managerial programs.
Foster and develop cooperative relationships to extend and increase the effectiveness of Agency research objectives with technical officers of the States, other Federal agencies, scientific organizations, public institutions, and consumer groups.
Serves as an advocate for research programs of the Center and as the designated Agency representative to serve on technical or research planning committees.
Collaborates with other Agency managers nationwide to plan, coordinate, and evaluate joint research established to fulfill the need for integrated approaches with the Agency strategic plans.
Advises the Director, Southeast Area and other officials of technical and administrative problems.
Requirements
- U.S. Citizenship, nationals or those who owe allegiance to the US is required.
- Initial appointments are required to serve a 1-year probationary period
- Selective Service Registration is required for males born after 12/31/1959.
- Background Investigation required/and or security clearance required.
- Veteran's preference is applicable.

Qualifications
- Have conducted outstanding research in the fields of animal science, as determined by a Qualifications Assessment Board;
- Have earned a doctoral level degree at an institution of higher education [as defined in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001)];
- Have national or international recognition authority and leadership in an area of widespread scientific interest and investigation; and
- Meet the qualification standards prescribed by the Office of Personnel Management for appointment to a position at the GS-15 level of the General Schedule.
Education
For 0401- Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
For 0890 - Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
