The primary purpose of this position is to serve as a Senior Policy & Doctrine Analyst position is to lead and make substantive contributions to efforts to assess/identify and respond to policy needs associated with the Command's cyberspace operations mission, which includes directing the operations/defense of the DoD Information Network to assure timely/secure net-centric capabilities across missions.

Duties

Duty 1: Cyber Policy & Doctrine Requirements Analysis - Considering the rapidly evolving nature of the cyber program, this assignment includes a continuing requirement for broad-based assessment of the current and projected program "landscape," and the development of innovative and unusual cyber strategies, concepts, standards and doctrine. - Maintains continuing effort to keep abreast of cyber program operations and projected operational requirements/priorities and challenges. This research is conducted via a wide variety of means, including, but not limited to: regular consultation with SMEs, within and outside the Command; review/analysis of Tactics, Techniques and Procedures (TTPs) employed by the Command and cyber units within the Combatant Commander (CCMD) staffs to conduct cyber operations; and after-action reports and lessons learned. integrate new knowledge into existing knowledge. Ensures that this research is balanced and provides appropriate consideration of the requirements and priorities of all program elements, as cyber defense and warfare are such new disciplines that recognized SMEs regularly disagree as to the appropriateness and effectiveness of requirements and alternative approaches to addressing them. Duty 2: Command/DoD Representative to Joint Policy & Doctrine Working Groups -Prepares position papers and briefings for own or Command leadership team members' presentation at high-level meetings, conferences and working groups. Actively solicits inputs from throughout the DoD cyber community to ensure that these position papers make use of the best thinking available on a wide range of highly-specialized, often technical subjects. Makes appropriate use of the Joint Operations Planning Process, IAW JP-5.0 to facilitate documentation, deconfliction and reconciliation of various participants' inputs. - Presents position papers, or for particularly sensitive venues, provides support for the Command management team's presentation of DoD positions to cyber working groups. These groups are typically joint in nature, and attended by high-ranking/graded representatives of the Command's cyber program partners, including senior representatives of the CCMD staffs, the four military services and their component commands, other DoD elements, the Intelligence Community(IC), Law Enforcement/Counter-Intelligence (LE/CI) and other U.S. Government (USG) agencies, as well as the DoD industry partners. Duty 3: Policy & Doctrine Applications Consulting -Provides authoritative interpretations of Command-level cyber policy and doctrine to SMEs in other Command elements (e.g., J5 Planners, tasked with constructing concept plans (CONPLANs) within those defined parameters, J3 Planners, tasked with interpreting planning guidance in light of emergent situations, which rarely are exactly as anticipated). Also provides expert interpretations of broadly-defined policy directives promulgated by higher echelons, not only to Command elements, but also to cyber teams in the supported Combatant Commands/Services/Agencies (CC/S/As). - Makes substantive contributions to exercise planning, work-up, execution, after-action and lessons learned analyses. In particular, contributes to in-depth assessments of the degree to which policy and doctrine provided a realistic and useful basis for cyber operations teams' actions. Develops doctrine and policies for testing/evaluation in exercises and proposes refinements/updates to the J55 policy and doctrine road map, based on these findings.

Qualifications

This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: I have at least one year of specialized experience equivalent to at least the GS-13 level in the Federal service, which has equipped me with the particular knowledge, skill and abilities to successfully perform the duties of the position and knowledge of and skill in apply of a wide range of concepts, principles, and practices relevant to military/contingency and crisis action planning for cyberspace operations in order to operate network and information systems, as well as protect, detect and/or mitigate IT and cyberspace vulnerabilities. Expert knowledge of and experience with joint military operations, including ability to apply cyber policy and doctrine in the JOPP, IAW JP-5.0, with emphasis on strategic planning. Expert knowledge of the roles and responsibilities of the Command's external program partners, and ability to make use of the chain of command to facilitate collaboration and to staff/gain endorsement of cyber policy and doctrine. Comprehensive and expert knowledge of the wide range of Presidential directives, federal statutes, and DoD policies and processes governing classified and unclassified cyber operations functions and programs. Ability to apply this comprehensive knowledge of the existing policy framework to define/document convey/justify recommendations for a comprehensive program of policy and doctrine development to address issues critical to the DoD, but not adequately addressed otherwise. Broad, practical knowledge of the structure and operations of the DoD DoDIN, including DoD classified and unclassified data network architectures and infrastructures, and how these assets are employed to support national defense missions and operations. Demonstrated, in-depth understanding of how cyber programs facilitate the CCMD staffs' and other DoD elements' use of DoDIN assets to conduct mission-essential operations in a secure manner. In-depth knowledge of DoD agencies' tactical and strategic use of the DoDIN is essential to make substantive contributions to cyber policy and doctrine, and to lead comprehensive and continuing assessment of these products' contributions to achieving key DoD missions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to provide policy and doctrine support military/contingency and crisis action planning for cyberspace operations to protect, detect and/or mitigate IT and cyberspace vulnerabilities. 2. Skill in developing/interpreting/applying policy directives to provide a framework for DoD cyber operations. 3. Ability to work collaboratively with other members of the DoD cyber community to analyze, define, articulate and justify cyber policy and doctrine. statements and positions on telecommunications network defense., and sufficient experience to apply in the Joint Operations Planning Process (JOPP), IAW JP-5.0. 4. Knowledge of the DoD organizational structure as it pertains to DoDIN cyber planning and operations, including the missions, functions, responsibilities and interrelationships of Combatant Commanders, military services and DoD Joint agencies with cyber components. 5. Skill in oral and written communications to prepare and present effective and convincing position papers and briefings on cyber policy and doctrine issues, and to facilitate interactions with professional peers and high-ranking management officials. 6. Broad knowledge of the role of the DOD Global Information Grid (DoDIN) in supporting and facilitating military operations, world-wide CONDITIONS OF EMPLOYMENT CONT'D: 1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
