Duties
This position is located within the Department of the Interior, Bureau of Trust Funds Administration, Trust Operations-Field, Regional Trust Offices, Beneficiary Process Compliance Office in Carson City, NV.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Prepare a wide range of complex financial documents for processing through an automated financial and accounting system(s) with respect to the source document information provided by internal and external customers.
2. Responsible for preparation, verification, and review of routine file maintenance (RFM) items for beneficiaries.
3. The incumbent will be responsible for performing technical research of current accounts, -information not otherwise readily available; the development of comparative data which may reflect relations between accounts, time periods, etc.; and assisting in similar analytical activities.
4. Serves as representative of BTFA on various issues to both governmental and nongovernmental groups. The incumbent will travel to various tribal functions, some of which are held in outdoor facilities and/or remote locations. Incumbent will also be required to travel to other agency offices in order to provide technical support and training.
5. Participate in a wide range of audit issues and regulatory compliance matters by providing necessary interface with internal and external customers. The incumbent will participate in and respond to internal and external audit issues and regulatory compliance matters, providing a necessary interface between Agency field offices, Fiduciary Trust Officers, the Regional Trust Administrator.
6. Ensure compliance with the Financial Managers Federal Integrity Act (FMFIA) through the retrieval, review, and analysis of various automated financial and accounting system reports as well as compliance with the Freedom of Information Act (FOIA), Privacy Act and regulations by maintaining the confidentiality and safeguarding of all trust records.
7. Ensure trust transactions are processed in accordance with federal regulations, and Bureau of Trust Funds Administration BTFA policies and procedures.
8. Leads a team by providing technical guidance, maintaining oversight, and providing program and administrative training on operational insight of policies, procedures and technical functions for a team as assigned by Fiduciary Trust Officer, Deputy Administrator or Regional Trust Administrator.
BTFA has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a few days per pay period with supervisor approval.
Salary Range Information:
GS-09: $62,903- $81,771 per annum
GS-11: $76,106- $98,935 per annum
GS-12: $91,220- $118586 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the minimum qualifications described below for each grade level that you are applying to.
GS-9:
To qualify for the GS-9 level you must meet A, B, or C defined below.
A. Specialized Experience: one full year of specialized experience equivalent to at least the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equips the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as experience: 1) Establishing effective relationships and cooperation with internal and external stakeholders on trust accounts and asset issues; 2) Researching and interpreting policies, regulations, guidelines, and procedures that pertain to trust fund accounts and assets; 3) Demonstrating the ability to communicate complex information effectively and concisely; 4) Utilizing an automated financial and accounting system by applying fiduciary accounting principles for processing transactions and disbursements. If qualifying in whole on specialized experience applicants must meet all specialized experience statements described above.

B. Education: Have a master's or equivalent graduate degree from an accredited college or university or 2 full years of progressively higher level graduate education leading to such a degree, or a .LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED)

C. Combination of education and experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-9 level.

GS-11:
To qualify for the GS-11 level you must meet A, B, or C defined below.
A. Specialized Experience: one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Applying policies, regulations, procedures, and guidelines that pertain to trust fund accounts and assets to provide recommendations to complex solutions/issues; 2) Applying comprehensive fiduciary accounting relating to recording of transactions for accounts, assets and issuing reports; 3) Advising on recording transactions and reporting in automated financial and accounting system; 4) Maintaining files and administering records management for a department. If qualifying in whole on specialized experience applicants must meet all specialized experience statements described above.

B. Education: Completed Ph.D. or equivalent degree or three full years of progressively higher-level graduate education leading to a doctoral degree. (TRANSCRIPTS REQUIRED)

C. Combination of education and experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-11 level.

GS-12:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Advising on a wide range of policies, regulations and guidelines that pertain to trust fund accounts and assets to internal and external customers; 2) Interpreting judgement court awards, congressional legislation to trust fund accounts and assets; 3) Providing technical knowledge on surface and subsurface management asset services to beneficiaries and staff members; 4) Leading, directing, and/or reviewing the work of staff members to ensure compliance with trust related functions, accounts and assets. MUST MEET ALL SPECIALIZED EXPERIENCE STATEMENTS.
Note: Education cannot be substituted for specialized experience at the GS-12 grade level.
