Duties

Directs and oversees the work of the subordinate workforce consisting of Operations Research Analysts and Management Analysts who specialize in conducting and supporting complex operations research studies. Serves as the senior technical consultant in business support areas relating to operations research for assigned HQ DLA and designated MSC offices. Serves as a Branch Chief of the assigned ACE Operations Research Branch specializing in support of one or more logistics functional areas such as supply management, readiness, disposal, data processing, distribution management, procurement, .... .... contract management, personnel management, or financial management. Oversees and directs the administrative and professional program work of the branch primarily focused on the development and execution of the Branch's segment of the ACE study program that encompasses the related HQ DLA business area(s)and MSC's. Assists in maintenance of the ACE Planning Process, providing input and subject matter expertise to contribute to the generation of the ACE Field Activity Plan and Business Plan. Represents the Branch as a participant in recurring conferences/symposia in the DLA Business Areas, MSC-DLA analytical community and/or professional societies. Serves as a contributing member of the ACE Corporate Board, keeping abreast of the operational activities of the other ACE branches within the Division.

Qualifications

To qualify for a Supervisory Operations Research Analyst, your resume and supporting documentation must support: Basic Education Requirement: A Bachelor's Degree or higher in operations research. OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science. The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. In addition to the requirements above, to qualify for a Supervisory Operations Research Analyst, your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Oversees, directs, and coordinates the work of subordinates and special project teams, ensuring the timely delivery of quality products. Using various communication techniques that foster trust and respect and effectively manage employee concerns. Using effective coaching and counseling techniques to facilitate productive workplace behavior and performance. Accomplishing or contributing toward accomplishment of Enterprise objective research and analyses goals and business plans and advising and directing employees on program goals and objectives. Planning and assigning work, setting priorities and performance expectations, and evaluating the work and performance of employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
