The primary purpose of this position is to serve as an Information Warfare Planner and Military Deception (MILDEC) subject matter expert in the 16 AF Information Warfare (IW) Cell.

Duties
- Serves as a subject matter expert on current and future military deception capabilities.
- Serves as an architect and developer of MILDEC planning efforts.
- Establishes and maintains a current series of liaison contacts within the DoD, Sister Services and national level agencies as a recognized authority in MILDEC, within the field of information operations and Information Warfare.
- Prepares and delivers oral presentations such as briefings, training sessions, consultations and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, convey information relative to proposed changes and advocate for requirements in assigned program(s).

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of Military Deception Operations and applicable laws sufficient to plan organize and synchronize with deliberate and crisis action planning; knowledge and familiarization with information operations (IO), information warfare (IW), electromagnetic warfare (EW), cyberspace operations (CO), public affairs (PA) and Intelligence, Surveillance and Reconnaissance (ISR), Joint and Service doctrine sufficient to support Cyber missions; and knowledge of and skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of Military Deception Operations (MILDEC) and applicable laws sufficient to plan organize and synchronize MILDEC with deliberate and crisis action planning.
2. Knowledge and familiarization with information operations (IO), information warfare (IW), electromagnetic warfare (EW), cyberspace operations (CO), public affairs (PA) and Intelligence, Surveillance and Reconnaissance (ISR), Joint and Service doctrine sufficient to support Air Forces Cyber missions; knowledge of joint military cyber operations.
3. Ability to advise on and formulate Air Force MILDEC policy sufficient to support Joint wartime, crisis and peacetime Information Warfare planning.
4. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments.
5. Knowledge of and skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with other Directorates, Component Commands, other Combatant Commands, the Joint Staff, National Security Agency and other Services, peers and management to advocate plans and programs related to accomplishment of the IW NAFs mission.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
