Duties
The National Institute of Standards and Technology is seeking an IT Specialist (Network Service) to be the senior administrator of the Physical Access Control System (PACS) isolated network.

Responsibilities:
Serves as lead network engineer for PACS network supporting campus badging and security cameras.
Deploy and upgrade Cisco devices.
Troubleshoot Hirsch card readers and panels.
Troubleshoot IP/multicast cameras.
Monitor network with WhatsUp Gold and SolarWinds toolset.
Migrate network equipment to modern cabling
Procure equipment replacements on 5-year refresh cycle.
Assist with support of the NIST Enterprise Network cable plant, switching, routing, wireless, DNS, VoIP, and access control.

Qualifications
BASIC REQUIREMENTS:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SELECTIVE PLACEMENT FACTOR:
Knowledge of advanced network design and Cisco switch, router, and wireless configuration as demonstrated by completion of a Cisco CCNA certification or higher. You must submit a current/active copy of your Cisco CCNA certificate or higher in your application package.
SPECIALIZED EXPERIENCE:
In addition to the basic requirements and selective placement factor, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as:
Leading, managing, configuring, troubleshooting, and installation of Cisco network equipment and infrastructure.
Leading, managing, designing, maintenance, and testing of network structured cabling system
Leading and managing team and contractor schedules and activities.
Leading, managing, and performing communication services move/add/change tasks.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
