The primary purpose of this position is to: serve as a Protocol Specialist for the 60th Air Mobility Wing and other senior installation officials. Incumbent will assist in management of a diversified and comprehensive program to support the Wing and distinguished visitors. Position is to function as an alternate wing expert in matters of protocol.
Duties
Performs as a Protocol Specialist for Travis AFB.
Assists in developing protocol procedures and duties.
Provides guidance on protocol matters and administrative procedures to wing organizations.
Submits and updates protocol reports and correspondence.
Assists with preparation of budget submissions.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: (1) knowledge of host, tenant, and visiting guests' views sufficient to perform duties such as determining requirements and plans and implementing all official protocol aspects for visit, conferences, conventions, and other applicable programs involving distinguished visitors, guests, and groups; (2) applying principles and methods in developing and disseminating information regarding AFB programs and activities; (3) analyzing the protocol program to assist in development of new methods/approaches and to assess overall program effectiveness and of pertinent budgeting practices to monitor and document expenditures, and knowledge of automated data processing equipment and Internet usage; (4) planning and implementing all aspects of visits, conferences, conventions, and other applicable programs involving distinguished visitors, guests, and groups.

EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. or LL.B. or J.D., if related. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge and understanding of international, DoD and AF protocol directives, methods, and practices as well as of DoD, Air Staff, MAJCOM, Base and Wing structures and functions in order to advise on and ensure proper treatment afforded distinguished visitors and ranking personnel.
2. Knowledge of both military and civilian methods, practices, and techniques of protocol to function as technical authority to develop and execute protocol requirements. This includes knowledge of various rank structures, customs, political situations, religious preferences, and personal interests of visitors.
3. Skill in analyzing the protocol program to assist in development of new methods/approaches and to assess overall program effectiveness and of pertinent budgeting practices to monitor and document expenditures, and knowledge of automated data processing equipment and internet usage.
4. Knowledge of Travis AFB missions, policies, requirements, organizational structures, and key personnel as well as the local community in order to establish/maintain effective working relationships.
5. Ability to work cooperatively with high-level civilian and flag-rank military personnel of diverse backgrounds. This includes the ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
6. Ability to communicate effectively both orally and in writing when seeking solutions to problems or questions by using tact and diplomacy to accomplish work through others and coordinate functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
