The incumbent is the supervisory social worker of the Non-Institutional Care (NIC) and nursing home programs which include the Contract Nursing Home program (CNH), State Veteran's Home (SVH), Community Care Network (CCN), the Homemaker/Home Health Aide Program (H/HHA), the Respite Program, Veteran's Directed Care Program (VDC) and Adult Daycare Program (ADHC).

Duties
At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities.
The Supervisory Social Worker is responsible for the NIC and nursing home programs annual budget. The incumbent is delegated the responsibility and authority for the program planning, supervising direct staff and coordination of all elements which constitute the NIC and nursing home programs. This requires a high and varied level of professional expertise and collaboration to develop, revise and/or apply policies and standards which determine the scope of the NIC and nursing home programs and the duties of the program staff. They have also been delegated and authorized by the director of the hospital to enter into Provider Agreements with CNH facilities and H/HHA agencies in lieu of utilizing contracts. The incumbent also assists Community Nursing Home Coordinator with the inspections of the contracted nursing homes, as needed.
Supervisory Social Worker major duties include but not limited to:
Supervises both clerical and social work clinical staff in the NIC and nursing home programs under the GEC social work section and monitors workload, staff variances, time and leave, and documentation for the respective programs.
Independently assuring that Central Office Geriatrics and Extended Care program standards and policies are adhered to in a timely and effective manner.
Responsible for the supervision of social workers within the NIC and nursing home programs and program support assistants' job related duties.
Establishing and maintaining the yearly CNH budget and overseeing of two fund control points, one for the CNH program and one for the SVH program. They are also responsible for overseeing those payments to the nursing home programs are done in a timely manner and in compliance with VA standards.
Responsible for the procurement of Provider Agreements with community agencies for providing home care or adult day health care to veterans in need. This requires knowledge and understanding of the Center's for Medicaid/Medicare Low Utilization Payment Adjustment program (LUPA) rates for home care programs and the State Medicaid/Medicare ADHC rate structure. It also requires the incumbent to be knowledgeable of State Standards concerning Home Care and ADHC programs.
The incumbent will supervise 10-15 employees at various GS grade levels. The incumbent is responsible for evaluating annual performance appraisals, approving leave and documenting employee disciplines and creating a performance improvement plan, if applicable.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-12 Supervisory Social Workercandidates must have the following:
Experience/Education: Must have at least one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
AND
Licensure/Certification: Social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Advanced License must be submitted with application.
Preferred Experience:
One year supervisory experience
Multi tasking with multiple programs
Knowledge of Non-Institutional care programs like Home Health, Respite, Adult Day Care programs
Ability to read and interpret national policies to implement facility level procedures

Physical Requirements: Incumbent will need to have a valid state-issued driver's license and may be required to travel in the community across the James A. Haley VAMC catchment area. A driver's physical will be required to utilize a government vehicle. This supervisory position requires incumbent to be able to sit a work site, utilize a computer, mobile phone, fax machine and printer.
