The primary purpose of this position is to serve as a first level supervisor and assist the Child Development Center Director in the supervision of the day to day operation of a Child Development Center assisting with the supervision of the Child Development Center to provide specialized developmental childcare and instruction for children ages 6 weeks to 5 years of age.
Duties
Assist the Child Development Center Director in the daily operations of the Child Development Center in planning and assigning work to be accomplished, including preparation and adjustment of schedules for daily, weekly and monthly operations.
Promote specific use of space, time, equipment, materials, and activities to accommodate individual learning levels and abilities, enhance staff/child interactions and improve quality of the learning experiences provided.
Provide assistance and oversight in the care of full day, part day and specialized settings to promote cognitive, physical and emotional growth of children ages 6 weeks to 5 years or those with those with physical, intellectual and developmental disabilities that function at an age comparable to those previously stated.
Exercise supervisory personnel management responsibilities to include advising and providing counsel to employees regarding policies, procedures, and directives of management.
Track and analyze expenditures and assure accounting of all funds and assets and purchase all program, playground supplies, equipment and furnishings.

- Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
- IAW AFI 34-248 and DoD certification requirements, a pre-employment physical examination with a renewal at least every 3 years and specified immunizations are required.
- Incumbent must be able to obtain Food Handler's, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.
- Incumbent may occasionally be required to work other than normal duty hours to include weekends, holidays and evenings. Incumbent may be required to work a split shift to meet supervisory or program requirements.
- Work involves physical exertion such as standing, walking, lifting up to 40 lbs. (small children or center supplies), and some involvement in all aspects of the center and playground area arrangement and maintenance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 1701 series and Group Standard for Professional & Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Successful completion of a full 4-year course of study that included or was supplemented by major study in the education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.
OR
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Assistant Child Development Center Director. Specialized experience is experience which may have been gained while assisting in the day-to-day management, administration and development (social, emotional, cognitive and physical) of childcare and instruction for children ages 6 weeks through 6 years of age to include family day care programs, part-day preschool programs, and before and after school programs.

EDUCATION: Three full years of progressively higher-level graduate education leading to such a degree orLL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M., in a field related to the position being filled. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of child development theory, methodology, and practices relating to physical, intellectual, social and special education needs and center management.
2. Knowledge of and the ability to interpret and apply laws and regulations governing childcare to include regulatory requirements, policies and practices.
3. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques.
4. Knowledge of the United States Department of Agriculture (USDA) food program requirements.
5. Skill in educating, counseling and advising childcare providers and parents; assessing training and children's developmental needs.
6. Skill in conducting regular and periodic audits, studies, and inspections, evaluating the results, determining the feasibility of necessary improvements and coordinating corrective action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
