Duties
You will provide legal advice, advise clients on matters, and cases brought by or against the DON, interpret laws, rulings and regulations for the DON and analyze the probable outcomes of cases and matters using knowledge of legal precedents.
You will present and summarize cases, draft and interpret laws and legislation, and evaluate findings and develop strategies and arguments in preparation of matters and cases.
You will represent and advocate for the DON and provide legal advice and counsel, in the form of oral advice and written opinions.
You will perform administrative functions as related to the practice of law and participate in organization-wide or command level initiatives.
You will coordinate legal advice across the program organization and within the relevant OGC communities of practice.
You will supervise an office of two attorneys and one legal assistant.

Qualifications

The Department of the Navy Office of the General Counsel has been serving the Department since 1941 and is committed to developing innovative legal solutions to the business and other challenges facing the Navy and Marine Corps to enhance the war fighting capability of the Naval Service. You will find our attorneys stationed across the United States and worldwide, working with Navy and Marine Corps personnel wherever the Department's business is conducted.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing legal advice on difficult and extremely complex problems; 2) Analyzing the probable outcomes of cases and matters using knowledge of legal precedents; 3) Evaluating findings and developing strategies and arguments in preparation of matters and cases; 4) Preparing legal briefs and opinions for matters and cases or negotiating settlements in the appropriate forum; 5) Providing legal advice and counsel, in the form of oral advice and written opinions, in one or more of the subject areas of law: (i.e., Federal acquisition, personnel, litigation, environmental, Standards of Conduct, ethics, fiscal, administrative, real estate matters and base operations, international, and intellectual property).
PHYSICAL DEMANDS:
Although the work places no special physical demands on the incumbent, the office is very busy with competing demands for time and resources. Hence, at times the incumbent may experience pressure and substantial stress associated with high-tempo operations and litigation. Intense mental concentration is required in the decision making process. The writing of briefs, research papers, review of documents, and trial/hearing preparations and proceedings may require this concentration to be exerted over lengthy periods of time. The work involves moving within an office environment; sitting; and carrying books, papers, and heavy files.
WORK ENVIRONMENT:
The work is performed in an office setting or while visiting office work sites. Incumbent may occasionally be required to go on-board ships, into dry docks, or into the industrial areas of a shipyard, a laboratory, or other DON location. The work involves everyday risks and discomforts and requires normal safety and heightened security precautions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
The successful candidate for the position must have graduated from a law school accredited by the American Bar Association (ABA), be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
