Summary: The Supervisory Social Worker is assigned to Community Housing and Outreach Services Programs at VA Puget Sound Health Care System with responsibility to provide direct services for Veterans, their families and caregivers. VA Puget Sound Health Care System (VAPSHCS) is a Complexity Level 1a Facility and provides extensive primary, secondary, tertiary, and quaternary care in outpatient, inpatient, residential, and community settings. VAPSHCS is a multi-site medical system that includes a major medical facility in Seattle, Washington, outpatient and residential facilities at American Lake Campus in Tacoma, Washington, and multiple Community Based Outpatient Clinics. The duties of the Supervisory Social Worker include but are not limited to: The Community Housing and Outreach Services (CHOS) Social Work Supervisor ensures for program integrity, overseeing the utilization of Housing and Urban Development - Veteran Affairs Supported Housing (HUD-VASH) Program vouchers in their coverage area within the VA Puget Sound. The Social Work Supervisor may also supervise staff from other CHOS programs, as assigned, such as Health Care for Homeless Veterans (HCHV), Homeless Patient Aligned Care Team (H-PACT), Veterans Justice Outreach, or Grant and Per Diem programs. Incumbent fulfills the functions of Social Work Supervisor as outlined in VHA Handbooks 1162.05 (HUD-VASH), 1162.09 (HCHV), 1162.01 (GPD); 1162.06 (VJP), as assigned. Clinical: When interacting with Veterans, Incumbent provides timely screening, psychosocial assessment, and diagnoses of mental disorders. Incumbent develops, implements, and documents the psychosocial assessment, treatment plan, progress notes and updates, and discharge planning for provision of clinical services to Veterans, including prompt completion of clinical reminders. Incumbent provides psychoeducation to Veterans and family members about mental health conditions and treatment methods. Incumbent provides consultation to health care providers about assessment findings and treatment plans for Veterans, so that care is coordinated, collaborative, and integrated within the medical center. Incumbent conducts routine suicide risk screens, comprehensive suicide risk evaluations, and collaborative safety plans when clinically indicated. seek needed consultation with the Suicide Prevention Coordinator, Disruptive Behavior Committee, and/or CHOS Program Manager, as needed, to ensure the safety and welfare of Veterans; remains up-to-date on suicide prevention training materials and clinical tools, and utilizes them as appropriate in clinical practice. Incumbent provides consultation and supervision to social work trainees and unlicensed staff as indicated. The incumbent provides leadership in identifying and addressing ethical issues that impact patients and staff, including initiating and participating in ethical consultations. Maintains complete patient confidentiality. Analyzes ethical/care issues, applying appropriate theoretical principles and ensures application of institutional policy. Serves as a resource and advocate for the protection of patient/family rights. Provides considerate care, respecting patient/family and staff personal values and belief systems. Administrative: Incumbent monitors compliance of staff members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. Performs HUD-VASH voucher reconciliation and monitoring of utilization for geographic area (may include multiple public housing authorities (PHA). Leading and facilitating quality improvement projects, as identified or assigned. Identifying HUD-VASH eligible Veterans and assigning them to case managers in a timely manner. Ensuring accuracy of staff's data collection in VA Homeless Operations Management and Evaluation System (HOMES) or other database systems as directed by the VA Central office and electronic medical charting documentation. Performing a regular review of caseloads to ensure appropriateness of acuity assignment of each Veteran in HOMES and well as ensuring for as balanced a caseload (acuity and numbers) as possible to each staff member supervised. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. NOTE: You must provide a copy of your current, valid, and unrestricted Social Worker licensure showing Advanced Practice Level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Preferred Experience: Experience working with the homeless veteran population is preferred, also would prefer experience supervising, or leading a team.
