The primary purpose of this position is to serve as the Base-level Foreign Disclosure Policy Specialist providing service to all assigned and tenant organizations at Altus AFB. Disclosure guidelines specify what information should be transferred or restricted in the interest of US national security. The employee also authorizes disclosures of classified and controlled unclassified information within authority delegated to the Air Force and Air Education and Training Command.

Duties

Serve as Foreign Disclosure Security Specialist working with the planning, development, and implementation of foreign disclosure procedures and provides direction and guidance on assigned programs and projects. Prepare approval/denial positions for foreign nationals visit to US defense contractors and military installations in conjunction with assigned programs. Perform a variety of duties supporting matters involving the recommendation of release of classified and controlled unclassified weapons systems, technologies and information to foreign governments and international organizations to Air Education and Training Command (AETC), Foreign Disclosure Office. Participate in the review, interpretation and documentation of United States Air Force (USAF) disclosure guidance, identification of shortfalls in the guidance, and creation of recommended modifications when necessary. Communicate with other US Government agencies, foreign government agencies and foreign contractors as necessary.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Must be able to obtain and maintain an official passport.
  • The work is sedentary, however the employee is required at times to climb, bend and lift objects normally not to exceed 20 lbs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 0130 series & Group Standard for Professional & Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Foreign Affairs Specialist. Specialized experience is experience gained while planning, developing, and implementing foreign disclosure procedures and providing direction and guidance on assigned international programs and authorizing disclosures of classified and controlled unclassified information within authority delegated. OR EDUCATION: Threefull years of progressively higher level graduate education leading to such a degree orLL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M., in a field related to the position being filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Sales and commercial exports of defense equipment, technology, information and assistance. 2. Knowledge of a wide range of international affairs and security concepts, principles and practices, including foreign disclosure, technology transfer, industrial security and information security. 3. Knowledge of general and specific foreign disclosure operations, information and industrial security processes for classified material handling and general management practices. 4. Ability and experience to plan and implement a disclosure program, and to understand and work effectively with an industry export compliance program. 5. Ability to review complex technical material and analyze the impact of disclosure or export to foreign entities. 6. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences, and to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the government or in the study and disposition of information bearing on international relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
