About the Position: This position is located with the US Army Engineer District, Nashville, Plan, Program, and Project Management Division, Programs and Project Delivery Branch Programs Mangement Section in Nashville, TN. This position may be filled at either the GS-09 or GS-11 level. The target grade of this position is GS-11.

Duties

Utilize automated information systems to input, review, monitor, and analyze financial data and project performance with respect to scope, schedule, and budget. Prepare budget estimates regarding assigned projects for overall program development consistent with established guidance. Leverage dashboards and develop spreadsheets, charts, and graphs to convey pertinent data, such as obligations, expenditures, trends, metric performance, and goals. Conduct financial analysis to identify and resolve potential funding shortfalls and ensure compliance with programmatic guidance. Evaluate and verify financial estimates and technical data for reasonableness with respect to program and project requirements. Advise management and project teams on fiscal targets and constraints to facilitate risk-informed decisions and program execution. Foster an atmosphere of open communication and respond to data calls in professional and timely manner.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Budget/Financial Management, Human Resource Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. FOR GS-11: Specialized Experience: One year of specialized experience which includes developing and executing project and/or programmatic budgets; monitoring and evaluating project or programmatic performance with respect to scope, schedule, and budget to include accounting for obligations and expenditures; inputting, retrieving, and/or analyzing data to lead or support analysis and upward reporting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Budget/Financial Management, or Human Resource Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
