About the Position: The person in this position will serve as the Health Benefits Advisor (HBA)/ Beneficiary Counseling and Assistance Coordinator (BCAC) and Patient Contact Specialist and provide diverse counseling and assistance regarding health care related benefits that may be available under a variety of programs to TRICARE eligible beneficiaries.

Duties

Contact beneficiaries to clarify or resolve medical/dental claim. Serve as the Alternate MTF Beneficiary Counseling and Assistance Coordinator (BCAC). Provide information to resolve problems involving access, payment of bills, and eligibility issues based upon personal, written or telephonic inquiries concerning both inpatient and outpatient medical care. Assist beneficiaries in determining the validity of collection agent claims/negative credit reports received for debts incurred as a result of medical/dental care under the TRICARE Program. Investigate beneficiary's complaints relating to debt collection. Responsible for all components of healthcare related to Consult Order depositing. Provide pertinent information and instructions to beneficiaries, by appointment or walk-in basis, on the completion of forms or Explanation of Benefits (EOB) as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes utilizing multiple automated health records systems to maintain patient information, and/or prepare correspondence for the department; AND communicating effectively with customers and medical staff; AND preparing lecture services and group counseling regarding health care related benefits; AND providing information to assist with health care problems involving access, payment of bills, and/or eligibility issues. This work is typical of work performed at the next lower grade/level position in the federal service (GS-06) OR Education: One full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as healthcare administration, healthcare management, or case management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
