This National Guard position is for a DEFENSE TRAVEL ADMINISTRATOR, Position Description Number T5129000 and is part of the PA United States Property and Fiscal Office, National Guard.

Duties
As a DEFENSE TRAVEL ADMINISTRATOR, GS-0503-09, you will serve as the, Financial Defense Travel System Administrator (FDTSA) subject matter expert (SME), Defense Travel System (DTS) for the USPFO, and the state ARNG including its supported units. Implement and manage the day-to-day activities during system operations (e.g. personnel data download and review, business process analysis, DTA training and Defense Accounting and Disbursing System (DADS) and Commercial Travel Office (CTO) connectivity). Responsible and accountable for the state ARNG's data requirements, including the user profiles, organization hierarchy, routing groups, per diem rates and Lines of Accounting, etc. Research the Federal Travel Regulations to help resolve employee issues and complex problems associated with travel. Perform a variety of budgetary and administrative functions in implementing the organization's travel program, policies, and procedures. Perform other duties as assigned.

This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard.

GENERAL EXPERIENCE: All series personnel performance levels must be validated at the next higher level before being eligible for merit promotion consideration to the GS-0503 graded-position and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service Series GS-0503 position descriptions' resulting job analysis information and crediting plan data.
SPECIALIZED EXPERIENCE: Application must indicate at least six months of finance program experiences. You must understand the basic principles and concepts of the National Guard financial business program requirements. You must have private or public finance program experiences, along with competencies, that provided knowledge of financial principles and procedures. You must have experiences and training that demonstrated the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
