You will serve as the Business Operations Manager for the Unmanned and Theater Undersea Warfare (USW) Systems of Naval Undersea Warfare Center, Division Keyport, WA (NAVUNSEAWARCENDIV KEYPORT WA).

Duties

You will develop, plan, execute, and monitor the effectiveness of department administrative and business practices in support of department mission accomplishment. You will coordinate business activities so that they align with Navy, Warfare Center, and Command financial, human resource, material management, and acquisition requirements and policies. You will establish and maintain proper business practices and strategies; working with Comptroller, Contracting, Corporate Operations and other Business Managers to establish consistent and common business practices for the command. You will utilize knowledge of financial management regulations, policies and procedures including Navy Working Capital Fund, Federal Acquisition Regulations, and funding acceptance. You will prepare, coordinate and provide oversight for personnel planning, development of workload, funding, manpower and budgets. You will justify and execute operating budgets that include multiple types of funding, i.e. direct, non-direct and service cost center.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading operational business management functions by evaluating program practices to ensure optimal efficiency. Examples of Qualifying Experience may include providing or obtaining a variety of administrative management services essential to the direction and operation of an organization; assisting management in identifying its financial, personnel, and material needs; collaborating with personnel specialists in improving management methods or procedures; finding solutions to management problems arising out of changes in program operations; providing oversight to or the development of business and financial processes, policies and programs; analyzing, evaluating or making recommendations to management for change to existing business or financial processes or functions; leading subordinates on policy issues that affect the business environment, financial health, employees or performance of an organization.
