This position is located in Harpers Ferry National Historical Park (HAFE). The primary responsibility of this position is to provide authoritative advice on a wide range of administrative functions as these apply to the park, either as a personal advisory service to the Superintendent and Division Chiefs and by directing (or obtaining services of) specialists, technicians and clerical support positions in delivering services to management and employees of the park.

Duties

The Administrative Officer carries out the following responsibilities: Budget and Financial Management. Responsible for keeping the park's revenues and spending in balance through authoritative advice and supervision of staff dedicated to budget and financial management on a day to day basis. Is responsible for developing and implementing procedures and internal controls to eliminate waste and prevent fraud in Government procurement, property management, and administrative oversight of budgetary functions. Procurement and Acquisition. Responsible for purchasing goods and services the park requires to accomplish it mission, operations, and programs. Is the point of contact for all acquisition actions issued by the park, some of which will be highly complicated and complex. Reviews, analyzes, makes recommendations, and verifies contracting packages are complete prior to forwarding them to the servicing Major Acquisition Buying Office. Reviews, analyzes, makes recommendations, and verifies financial assistance packages are complete prior to forwarding them to regional or headquarters Financial Assistance office. Oversees the work of employees in charge of Government property management and control systems of the park. Assures that property is appropriately marked as Government property. Directs inventories of personal property, disposal of unserviceable property, and creation and maintenance of property records. Strategic Business Management. The incumbent directs or coordinates unique and/or critical business management planning activities to include complex and highly sensitive tasks and projects. Obtains information from divisions and enters data into park base funding management systems to meet agency deadlines and ensure accountability. Serves as the park point of contact for NPS performance management systems, responsible for gathering information on park needs, preparing, reviewing, submitting and approving base funding requests. Information Technology and Systems Management. Is responsible for providing information technology, connectivity, communications (local, long distance, cellular and/or satellite telephone, facsimile) and automation advice in support of programs for the park, and for directing the work of staff assigned to provide technical support to the park. Directs the work of staff that service park computers and software or arranges for and manages outside servicing. Oversees and provides advice and guidance about the park's Records Managment program. Administrative Services. Directs, oversees training for, and assures quality control of Payroll and Timekeeping for all park employees; issuance of Bills of Collection; timely payment of Invoices to vendors for services rendered; travel services for employees; Internal Control processes for a variety of business service programs; and Real Property (Housing, Leasing, and Concessions) programs. Human Resources Management. Serves as the primary liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO. Advises superintendent and park supervisors about position management through collaboration with SHRO and regional budget specialists, including provision of staffing analysis, succession planning, and facilitation of position management reviews. Facilitates, processes, or supervises the processing of personnel actions in the park. Advises supervisors and managers on applicability of collective bargaining agreements.

Qualifications

All qualifications must be met by the closing date of this announcement-07/31/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include: 1. Prepares and administers budget and financial plans; helps develop budget estimates and justifications for all programs. 2. Oversees property management to ensure accountability and controls. 3. Coordinates procurement of goods and services across work units to accomplish mission objectives. 4. Supervises and assesses performance of subordinate employees using available Federal human resources tools to encourage effective performance and reverse inadequate performance. 5. Administers information technology services. 6. Leads effective business services teams. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level of this announcement.
