The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville NC VA Coastal Healthcare System, and Wilmington NC HCC, and serves as in the core laboratory sections, outpatient areas and CBOC's locations.
Duties
The primary purpose of this position is to assist the Supervisory Health Technician or Supervisor in providing support and oversight in the specimen collection department. Performs both routine and specialized work in the clinical laboratory, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results.
Lead Duties: This position reports directly to the Supervisory Health Technician and/or designee and is responsible for providing guidance and oversight of the section(s) specified as directed by the Supervisor. This includes participating in interviews, recommending appointment and evaluating work performance. The incumbent collaborates with the Supervisor in completing the laboratory schedule and adjusts staffing levels or work procedures. Ensures a team approach to daily work and promotes problem solving among the staff. Accepts and resolves technical problems that cannot be solved at a lower level and occasionally refers problems to a higher authority. Provides input into laboratory quality monitors, provides data as requested, and follows-up for compliance of the same.
Phlebotomy Duties: The incumbent properly identified patients before collecting, processing and /or hospital computer entry of requests. Compares orders from multiple physicians and request the medical technologist to combine the orders. The incumbent properly identifies, labels and collection blood bank specimens for STAT and routine testing while next to the patient bedside or chair side. Must be proficient in phlebotomizing patient in varying debilitation positions. The incumbent performs phlebotomy using specialized techniques for cleansing the blood collection site to prevent bacterial contamination that's critical to patient care.
Work Schedule: Monday -Friday, 8:00 AM -4:30 PM, rotating holidays and weekends as needed.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05. Specialized experience would typically include but are not limited to provide support and oversight in the specimen collection department. Perform both routine and specialized work in the clinical laboratory, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results. Perform, collects and test on a variety of biological specimens an/or environmental samples using manual or automated techniques.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Graduate education, or an internship that meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position.

Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. The position may also require assisting geriatric and/or disabled patients. The incumbent must have normal color vision, pass mask fit testing, and complete Heart savers/BLS training.
