Duties
Serve as the Infrastructure Readiness Program Manager for a Research, Development, Test, and Evaluation (RDT and E) organization.
As the G-4 Deputy Director assists the director in managing the efforts of professional, non-professional, technical, and administrative personnel engaged in facilitating and managing complex RDTE infrastructure and infrastructure related programs.
Serve as a consultant and advisor to senior leaders and organizational directors on strategic infrastructure requirements; and provides authoritative interpretation of applicable policy, regulations, and laws.
Establish and maintain an infrastructure Common Operating Picture (COP) for organizational mission capabilities aligned to higher headquarters, DA, and OSD RDT and E priorities.
Serve as member of, and/or chairs, various installation boards, panels, councils, and committees focused on infrastructure issues requiring resolution.
Attend higher headquarters, DOD, DA, Joint Service, and Congressional reviews involving organizational infrastructure matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret Security clearance required.
- Business Travel (TDY) may be required up to 25% of the time.
- Supervisory probationary period may be required if not previously served.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized experience: One year of specialized experience which includes 1) Applying infrastructure management principles, concepts, and practices sufficient to implement and manage an organizational infrastructure readiness program; 2) Leading or supervising a team of professionals; AND 3) Communicating (oral and written) with senior level leaders and staff within an organization and with external customers in order to provide information and guidance in the area of infrastructure management.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
