Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Region, National Offshore Training Center, Training Center Operations Section in Jefferson, LA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
2. Manages short- and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.
3. Implements program/project management; strategic planning; workforce planning; budget formulation and justification.
4. Develops strategies for maintaining appropriate performance levels in support of Bureau management initiatives.
5. Implements performance metrics to manage and monitor the operational efficiencies of the organization.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: $116,393 (Step 1) - $151,308 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Implementing and managing the training budget, applying all principles and regulatory requirements in purchasing commercial training.
Applying the principles of evaluation modeling in determining the effectiveness of training in meeting the organizational development needs.
Performing data analysis and reporting.
Developing, modifying, and/or interpreting training requirements and standards for all in-house and vendor training.
Developing, analyzing and evaluating specific program requirements to identify skill gaps and training needs and to recommend training.
