This position is assigned to the Health Care for Homeless Veterans (HCHV) Program which encompasses: Housing and Urban Development - VA Supportive Housing (HUD-VASH), Homeless Seriously Mentally Ill HSMI) Contract Residential Housing, Grant and Per Diem program -Transitional Housing, Veterans Justice Program and Outreach/HCHV Case- Management. The incumbent functions as the Social Services Assistant under the administrative supervision of the HCHV Coordinator.
Duties
This incumbent is responsible for administrative, program and technical assistance in the areas of day to day operations and program planning/evaluation for all HCHV programs at VAlHCS. Work assignments involve a wide variety of duties common to community based outreach services, intensive case management services, community residential treatment and coordination with agencies such as Housing Authorities, community mental health agencies, VA Disability Determinations (Regional Office and/or Veterans Service Offices), Social Security Administration, Illinois Department of Disability Determination and Vocational Rehabilitation. The assistance provided may include attending community meetings, transporting Veterans to appointments, outreach to community partners on events (2k, stand downs, etc.) housing support and picking up donations.
Major Duties:
Independently plans, develops, maintains and reviews HCHV data collection methodologies, records and techniques, prepares corrective action plans.
Recommends appropriate improvements in data collection/maintenance and work flow processes.
Searches, gathers, collects, retrieves, extracts, compiles and/or displays reporting statistical data.
Schedules space, participants, and time for conferences and meetings.
Assists in preparation of agenda and any handout material required, records and transcribes minutes and maintains files for future references.
Works independently and directly with staff and payroll clerks in Fiscal Service for completion of daily timekeeping.
Manages several fund control points (FCP) and work closely with the HCHV program leads on individual program needs. Responsible for increasing and decreasing FCP. The incumbent will also have purchase card holder duties.
Monitors clinical coverage for leave and absences of providers.
Serves as initial contact point for reviewing and screening incoming correspondence, reports, and instructions.
Collects data and prepares reports for higher echelon at the direction of the HCHV Program Coordinator.
Processes incoming and outgoing materials such as correspondence reports, memoranda, and other forms of written communication.
Performs office automation duties using such software applications as electronic mail, desktop publishing, calendar, spreadsheet, database and/or graphics.
Assists in developing new policy statements, participates in administrative policy reviews to assure compliance with established requirements, and makes recommendations for policy revision or adaptations as required.
Accurately prepares time and leave records of all personnel assigned, including computation of annual and sick leaves submission of requests for overtime, and compensatory time.
Resolves problems and answers questions regarding program requirements, training requirements, and Veteran concerns, maintains a professional working relationship with all Veterans by respecting their rights and privileges.
Maintains a professional working relationship will all staff and. participates as a team player in medical center activities directed toward achieving hospital mission and vision.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing problems and using good judgment to ensure rapid solution; Creating templates and graphics (e.g., Excel) necessary for documentation and statistical gathering, analysis and display; Communicating effectively, both orally and in written; Knowledge of medical/psychiatric terminology, grammar, spelling, punctuation, and required formats to prepare correspondence and reports; Skilled in typing and knowledge of computer operation; Understanding medical administrative procedures for securing patient records and admission policies.

Physical Requirements: The physical demand requires walking, standing, bending, and numerous daily trips to various offices throughout the medical center to ensure patients and medical records are routed to the appropriate office for necessary treatment, care, and/or action. The employee will be required to transport Veterans to and from various community appointments.
