Duties

Position Description #D1118P00 This position is located in the Recruiting and Retention Branch of the Army National Guard (ARNG). The purpose of the position is to serve as program support to the Army Medical Department (AMEDD) Strength Manager. The mission is to adhere to the three tenets of the Strength Maintenance Program: recruitment, retention, and attrition of all Health Care, Chaplain, and Staff Judge Advocate (SJA) professionals within the state. Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in military assignment in WV's National Guard, and is required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • U.S. Citizenship is required.
  • Required to obtain and maintain a satisfactory security clearance, AND, as a minimum, a completed National Agency Check (NAC) prior to assignment.

MINIMUM MILITARY GRADE: E-1 MAXIMUM MILITARY GRADE: E-6 (YOUR RANK MUST BE INCLUDED SOMEWHERE WITHIN YOUR Resume) YOU MUST FULLY SUBSTANTIATE IN YOUR OWN WORDS THAT YOU MEET THE REQUIREMENTS LISTED BELOW. WHEN EXPLAINING MINIMUM REQUIREMENTS AND SPECIALIZED EXPERIENCE YOU MUST GIVE EXAMPLES. DO NOT COPY FROM THE VACANCY ANNOUNCEMENT OR THE POSITION DESCRIPTION. All personnel applying for this position who do not meet the minimum military grade requirement MUST provide the proper signed memorandum from your respective Military Personnel Office (MILPO for ARNG, FSS for ANG) to prove eligibility to obtain the required grade upon accepting the position. All personnel who exceed the maximum military rank must provide a memorandum explaining if selected for this position, you will accept an administrative reduction in rank. The memorandum must be submitted WITH your application to be considered for this position. MINIMUM REQUIREMENTS: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
