This position is located in the Farm Service Agency, Texas State Office, Conservation Branch, located in College Station, Brazos County, Texas. The selectee plans, administers and reviews all aspects of the farm program activities.
PLEASE NOTE: This is a full time, detail/temporary promotion opportunity. Initial action will be not to exceed one year but may be terminated earlier or extended as needed in compliance with policy.
Duties
The selectee administers and advises on Agricultural Programs. Manages and directs the administration of assigned programs and related activities throughout the State.
Provides administrative and technical supervision to a subordinate staff of support personnel.
Serves as the expert advisor to the State Executive Director (SED) and State Committee (STC) on all Statewide programs within the functional area.
Requirements

- Supervisory Probationary Period: Section 303 of the Civil Service Reform Act (Public Law 95-454) Subject to one year supervisory/managerial probationary period unless prior service is creditable.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date 07/06/2023 of the announcement including time-in-grade restrictions, specialized experience, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13 level:
Applicants must have one full-time year (12 months) of specialized work experience in the agricultural field equivalent to the GS-12 grade level in the Federal service. Experience that involved work in directing, developing, reviewing, administering and coordinating programs which demonstrate knowledge of the laws and regulations governing agricultural stabilization and conservation programs and of the particular application of national policies and objectives at the State level; understanding of farming practices and customs in the United States, and of the economic needs of farm communities at the State level; knowledge of current State and Federal agricultural trends; and ability to establish and maintain effective relationships with representatives of public and private organizations, farmers' associations, and others, and to interpret regulations, programs and policies affecting them.

Return rights from temporary promotion or detail (current FPAC employees): (1) At the end of a temporary promotion or detail, the employee is either returned to his or her original position or to a position anywhere else in the agency with the same geographic location (as possible) and of a grade and pay rate equivalent to that from which originally selected and for which the employee is qualified. An employee cannot be laterally reassigned to a permanent position at the same grade as that of the temporary promotion or to a position with higher promotion potential than the position held prior to the temporary promotion.
IAW 5 CFR 335.102 (f) (1) "The agency must give the employee advance written notice of the conditions of the time-limited promotion, including the time limit of the promotion; the reason for a time limit; the requirement for competition for promotion beyond 120 days, where applicable; and that the employee may be returned at any time to the position from which temporarily promoted, or to a different position of equivalent grade and pay".
