The incumbent serves as the Emergency Management Coordinator and is responsible for the comprehensive emergency management program at the West Palm Beach VA Medical Center and Community Based Outpatient Clinics. The incumbent is also responsible for the formulation, preparation, coordination and maintenance of a variety of mission essential emergency, contingency and operations plans, policies, directives and regulations for the Medical Center Director.

Duties

Major duties include but are not limited to: Maintains intimate knowledge of a variety of mission essential emergency, contingency and operations plans, policies, directives and regulations for local, state and federal response governments and agencies. Provides advice and assistance to the Medical Center Director in planning concepts, objectives and plans in addition to preparing revisions or directs revisions/updates by the appropriate that coordinate and effect all the facilities. Works closely with the designated Area Emergency Manager of the VHA Office of Emergency Management and the VISN Emergency Manager on a variety of Comprehensive Emergency Management Program issues and concerns. Obtains the views and objectives of key officials and informs the facility Incident Command Center, Assistant Medical Center Director, VISN 8 Emergency Manager and VHA OEM Area Emergency Manager, to insure proper consideration in determining goals, objectives and operating plans. Acts on behalf of the Medical Center Director with delegated authority to commit or render a decision concerning a broad range of issues as they relate to the Medical Center's Comprehensive Emergency Management Program and the community plans. Represents the Medical Center Director at conferences, planning meetings, educational/training programs throughout the network and the local community when program or policy issues are under discussion. Conducts monthly calls with the Network Emergency Manager of VISN 8 and Regional AEM to refine the VISN 8 Emergency Operations Plan and COOP, in addition to the monthly VISN 8 Emergency Management Committee meetings. Uses tools for analyzing and developing systems test and evaluation procedures and technical characteristics of IT systems, including identifying critical operational issues. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Physical Requirements: The work during non-crisis times is primarily sedentary, but may involve moderate physical effort including walking, climbing, light lifting, etc., when at field locations. During crisis, emergency situations and on site disaster operation, may range from indoor office setting and become austere conditions Additionally, in times of emergency, long periods of exposure to both cold and hot weather, the elements, need to heavy lift, bend and reach while caring for patients, staff or movement of heavy objects may be necessary on an intently long period basis. The incumbent may be required to work overtime or compensatory time as appropriate to respond during actual emergencies, and t o coordinate emergency response activities performed by the facility. To meet this requirement may be required to work an irregular tour of duty. Emotional stability, ability to effectively and efficiently function during a crisis; ability to make important recommendations and decisions and provide critical information in a professional and unbiased manner is essential.
