This position is located in a State Office in USDA/Rural Development (RD). The incumbent has responsibility for providing State-wide leadership, guidance and review in Community and/or Business Programs for the making and servicing of loans and grants for community facilities, public utilities, and/or businesses. This position may be located in the following areas: Henderson, Hillsboro, Mount Pleasant, McKinney, TX.

Duties

Make, service, and approve complex and difficult loans; interpret and understand a variety of credit and financial documents; applying business and management practices. Serves as Area Office contact for servicing of loans and grants. Responsible for loan servicing activities which include visiting borrower properties to review financial records. Evaluate, inspect and assess construction, land development and other operations. Analyzes annual budget, audit reports, energy audits to determine the degree and adequacy of the borrowers compliance with applicable loan and grant agreements. Serves as contact on a full range of loan servicing inquiries, actions, and problems. Answers inquiries from a wide variety of sources. Develops procedures, guides, or other instructional material to improve operations. Develops and present training to borrowers and management agents.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Advancement to positions at GS-12 and above. Candidates for advancement to a position at GS-12 and above must have completed a minimum of 52 weeks in positions no more than one grade lower (or equivalent) than the position to be filled. Advancement to positions at GS-11. Candidates for advancement to GS-11 must have completed a minimum of 52 weeks in positions: No more than two grades lower (or equivalent). For the GS-12 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as reviewing and passing on applications for complex business and/or municipal transactions; servicing a commercial loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans, and assessing repayment ability; reviewing and approving applications for agricultural, commercial and bank loans; servicing a commercial loan portfolio of a bank or other loan association; providing financial management guidance to borrowers; ascertaining and analyzing the many and often obscure facts regarding a corporate borrower's financial capacity; or evaluating the general economic and financial conditions that affect an organization/government's risk in granting, guaranteeing or insuring loans. Education cannot be substituted for specialized experience at this grade. For the GS-11 level: Specialized Experience statement: Must have 1 year of specialized experience equivalent to at least GS-09, meeting three of the following statements: experience must demonstrate competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR a combination of education as described and specialized experience.
