James J Peters VA Medical Center is seeking a Chief of Medicine who will provide administrative and programmatic leadership to oversee and accomplish its mission in clinical care, research, and education. Successful candidates must show evidence of high potential for leadership of an academic program, and can initiate a strategic vision for the department, while working collaboratively to accomplish mutual goals
Duties
The incumbent will be based at the James J Peters VA Medical Center, a close affiliate to Icahn School of Medicine at Mount Sinai. Successful candidates must hold a Doctor of Medicine degree, be board eligible or board certified.
The Chief of Medicine will have overall medical oversight of the in-patient units, quality of care, patient experience, SAIL metrics (readmission, infection control, and other SAIL metrics), and out-patient medical sub-specialties clinic. In addition, the candidate must have demonstrated knowledge in caring for the Veteran population, the ability to work with an interdisciplinary team, and demonstrate excellent customer service skills. This person will act as the primary liaison between the James J. Peters VA and the Department of Medicine of Icahn School of Medicine at Mount Sinai and provide oversight and expand academic program.
Duties include, but are not limited to the following:
The position requires excellent interpersonal skills, mentoring skills and diplomacy as well as a good understanding of the Department of Veterans Affairs operations, rules and regulations.
Providing leadership and strategic vision for medicine inpatient activities and clinics.
Collaborate with other service chiefs and program managers at VA, and the System Chair of Medicine department at Icahn School of Medicine at Mount Sinai.
Collaborates with executive leadership, managerial and clinical leaders in formulating local Medical Center Policy, resource planning for manpower, equipment and space.
Support the academic mission and oversee training and research opportunities.
Guide the development and implementation of programs such as medical practice, professional standards, personnel issues, quality, and performance improvement.
Recommend clinical privileges for each member of the service.
This position is responsible for recruiting and hiring clinicians and is also responsible for monitoring provider performance and medical outcomes.
Engage in clinical service activities in his/her area of specialization.
The Chief of Medicine sits on a number of important committees; both at the medical center and VISN levels, and attendance and participation are critical elements of this position.
Participates in the development and implementation of Medical Center policy affecting patient care and services. This involves collaborating with colleagues in developing, implementing, and evaluating philosophy, objectives, policies, and standards essential for delivering optimal care to patients.
Perform other duties as may be assigned by the Chief of Staff of the James J. Peters VA Medical Center.

Education Debt Reduction Program (Student Loan Repayment): This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Pay: Competitive salary, annual performance bonus, regular salary increases

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.

American Heart Association BLS Certification
Preferred Experience
Maintenance of board certification in the following subspecialty: Cardiology; Pulmonary; Infection Control; is preferred.
Prior experience in medical leadership and administration with three years minimum preferred and able to perform the duties/functions as noted
A national/international reputation in his/her area of scholarship or research.
Experiencing in leading teaching programs.
A continuous record of highly regarded medical publications since the last appointment or promotion.
Excellent interpersonal skills, mentoring skills and diplomacy as well as a good understanding of the Department of Veterans Affairs operations, rules and regulations.
Developed and implemented Medical Center policy affecting patient care, treatment and services.
Recruited and hired clinicians.
Served on hospital and academic committees.
Formulated long- and short-range goals and objectives, plans, and programs for the service.

Physical Requirements: Physical activity includes sitting, standing (up to 2 hours), walking (up to 2 hours), heavy lifting (45 pounds or over), reaching above the shoulder, and repeated bending. Incumbent should be emotionally and mentally stable and capable to perform the duties of the position.
COVID-19 Vaccination Requirement
As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law[ by November 22, 2021]. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination [before your start date.]. Per the Center for Disease Control and Prevention (CDC), you are fully vaccinated for COVID-19, 2 weeks after receiving the requisite number of doses of a COVID-19 vaccine approved or authorized for emergency use by the U.S. Food and Drug Administration or that has been listed for emergency use by the World Health Organization. For Pfizer-BioNTech, Moderna, or AstraZeneca/Oxford, full vaccination is 2 weeks after receiving the second dose in a 2-dose series. For Johnson and Johnson (J&J)/Janssen, full vaccination is 2 weeks after an employee has received a single dose.
HR Office staff must verify your vaccination status prior to issuing a final offer of employment and before you report for New Employee Orientation. [In addition, new hires must show vaccination documentation and submit their completed VA FORM 10230, COVID-19 Vaccination Form, to VA HR staff when reporting for New Employee Orientation. HR staff will upload vaccination information in the VA Light Electronic Action Framework (LEAF) system. If you are unable to obtain the COVID-19 vaccination due to a legally covered exception (i.e., medical or religious reasons),] VA will provide additional information regarding what information or documentation is needed and how you can request an exception. You may receive a final offer or be appointed while your request for medical or religious exception is being adjudicated. Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
