The primary purpose of this position is to serve as the base assistant food Service Officer (FSO) and Quality Assurance Evaluator (QAE) for a full food service contract, providing technical supervision and surveillance over all appropriated fund contracted food service activities on Maxwell AFB and Gunter Annex.

Duties

Assists the FSO in the operation and management of the Food Service Contract Management Branch, which is responsible for quality assurance of the procurement, preparation, accounting and serving of food. Responsible for the maintenance and review of accounts and handles administrative and operational records on all food service activities. Assists in the control of food service resources. Serves on the Base Menu Planning Board. Provides technical supervision and assists in providing managerial direction and control of all phases of the PC troop accounts and troop support warehouse operations. Assists in the administration of the Services Information Management System (SIMS), Unix file server and Windows NT file server and cash register system for the dining facility at Maxwell AFB and Gunter Annex.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Food Services Series 1667. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of established techniques, regulations and requirements related to the administrative, accounting and operational aspects of food service activities. Knowledge of contract procurement to effectively interpret contract specifications. Knowledge of contract monitoring procedures and effective writing skill with the ability to present ideas and facts logically. Knowledge of computer software consisting of booking, accounting methods, spreadsheets, data transfer and techniques to verify and reconcile a variety of troop accounting transactions for a general ledger. Knowledge of inventory procedures and how to record/report overage and underage conditions. Knowledge of AFSV A accounting procedures and the account structure of ledgers, accounts and reports. Knowledge of computer software consisting of booking, accounting methods, spreadsheets, data transfer and techniques to verify and reconcile a variety of troop accounting transactions for a general ledger. Ability to research/detect and locate errors and reconcile the troop and food subsistence accounts with DAO, HQ AETC, AFSV A, DPSC, DF AS and commercial vendors. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of policies and procedures to plan and carry out a full range of food service contract administration functions relating to a full-service contract to include procurement, preparation, accounting and serving of food. Knowledge of the operations of large commercial food service cafeterias and restaurant and industrial feeding establishments. Knowledge of Air Force food service operations highly desirable. Knowledge of basic accounting procedures and the account structure of ledgers, accounts and reports. Knowledge of various office automation software programs to produce a variety of documents, such as reports, spreadsheets, databases, and graphs. Knowledge of the SIMS or comparable program highly desirable. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
