This position is located with Bonneville Power Administration in OASIS Management (TOOS) organization of Transmission Operations Support (TOO), Transmission Operations (TO), of Transmission Service (T). A successful candidate in the Public Utilities Specialist (OASIS Management) position will serve as a Public Utilities Specialist within the OASIS Management Team.

Duties

As a Public Utilities Specialist (OASIS Management), you will: Manage specific Reservation request types per established processes and compliance requirements. Coordinates the sale of long term request through established internal stakeholder process. Review queue for potential Preemption and Competition and run any Long Term competitions per established process. Performs duties needed to align Long Term ATC and Short Term ATC for 0 to 14 months. Provide large volume analysis for internal and external customers

Requirements

  • This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Merchant Function Employees.
  • The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC)

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as applying knowledge of business practices and operating characteristics of the electrical utility industry sufficient to 1) perform duties associated with the processing of transmission Open Access Same-time Information System (OASIS) requests and Reservation management in accordance with Open Access Transmission Tariff (OATT) and regional and national standards, and 2) to interpret and apply, knowledge of the laws, policies, regulations, concepts, principles, practices and precedents applicable to managing long-term (1:1), and short term Available Transmission Capacity (ATC) in conformance with all policies, practices, and timelines. Electric Utility FundamentalsProblem SolvingTechnical Competence "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
