The primary purpose of the position is to provide Emergency Watershed Protection (EWP) Program and Small Watersheds Program support to the State Conservation Engineer, and Watershed Program local working team. The supervisor is the State Conservation Engineer (SCE). NOTE: This is a TERM appointment. Appointments to this position, however, will not convey permanent status in the Federal service and will be for a period not to exceed (NTE) 2-10 years subject to Agency determination.

Duties

Provides technical guidance in coordination of the Watershed Programs (EWP Program). Evaluates a wide variety of environmental conditions to resolve difficult water quality or serious watershed development problems. Conducts on-site inspection of damages to verify emergency program eligibility and performs environmental assessments. Speaks often in public meetings to answer questions related to Watershed programs. Completes selected portions of environmental plans supplements and related NEPA documents. Assesses policies and makes recommendations on changes to existing policies and procedures to facilitate adoption, streamline work processes, and analyze impact on the field. Develops draft policy guidance (bulletins, policy supplements, etc.). Works with Public Affairs Specialist (PAS) in developing, coordinating, and implementing outreach programs to promote program goals as specified in the business plan. Works with PAS in providing technical information for pamphlets, press releases, and other vehicles for transfer of information and education to the public.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Basic Education Requirement: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major as shown above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: Applying, a broad range of principles, concepts, methodology, practices, to resolve difficult water quality or serious watershed development problems; and assess, analyze, and evaluate a wide variety of environmental conditions including severely eroded terrain, water quality and quantity issues, and land subject to flooding. Manage with complex watershed restoration problems that include wind and water erosion, degradation of surface and ground water quality and quantity, and land use changes. Provide expertise in support of delivering federal programs; ensures a correct understanding of their applications by state and Federal agencies and local units of government. Experience working with private landowners, professional consultants, news media, and representatives from other Federal, state and local agencies, and units of government and universities in to achieve a consensus on program implementation; OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 year(s) of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include Examples of specialized experience include: Applying, a broad range of principles, concepts, methodology, practices, to resolve difficult water quality or serious watershed development problems; and assess, analyze, and evaluate a wide variety of environmental conditions including severely eroded terrain, water quality and quantity issues, and land subject to flooding; Manage with complex watershed restoration problems that include wind and water erosion, degradation of surface and ground water quality and quantity, and land use changes; Provide expertise in support of delivering federal programs; ensures a correct understanding of their applications by state and Federal agencies and local units of government; Conducting reviews, work management studies, and/or cost analysis related to resource planning of soil, water, air, plants, animals, humans and energy; and Experience working with private landowners, professional consultants, news media, and representatives from other Federal, state and local agencies, and units of government and universities in to achieve a consensus on program implementation; Assumes technical responsibility for development, application, and maintenance of the federal Program in the jurisdiction.
