This position is in the Department of Agriculture (USDA), Agricultural Research Service (ARS), Field Organization, Midwest Area, located in Ames, IA. In this position, you will work closely with the location's management team to efficiently and effectively carry out all administrative operations. Such functions include management advisory services, budget, human resources, agreements, purchasing and contracting, safety, and facilities.

Duties

Monitor standard procedures used for accountability/tracking of real and personal property, vehicle utilization, travel, credit cards, and extramural agreements. Provide day-to-day liaison and problem resolution between administrative staff, program personnel, stakeholders, and/or union employees. Prepare a variety of reports and advise management on the status of funds, expenses, and obligations, as required by higher management. Participate in long-range planning activities and establish and monitor specific plans for the increased utilization of facilities, equipment, and supplies to assure that research needs are met with minimum need for acquisition. Review requests for personnel actions and provide advice and recommendations to location program officials on propriety, relative need, and special problems which may be encountered in processing such requests.

Requirements

  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-13: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience advising management on the status of funds, expenses, and obligations; initiating requests for personnel actions; overseeing the administration of new employee orientation program; and participating in the planning and coordinating of the personal and real property programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
