This position is located in Salem, OR as part of Bureau of Land Management OR/WA NW Oregon District.

Duties

The primary purpose of the position is to perform a full range of analytical, technical, and administrative duties related to formulating, executing, and monitoring a Federal budget for multiple organizational levels and programs. The variety, complexity, and size of the budget covered by the position frequently requires the interpretation and adaptions of available guidance for distribution to management, program leads, and other budget personnel and employees located at lower echelons. The position serves as a consultant and advisor to managers and program leads related to all phases of budget. The position provides guidance on high level activities which involve applying innovative solutions to resolve novel budgetary problems and issues. The position is routinely required to develop and/or modify budgetary methods and techniques where established methods and procedures are inapplicable or are unavailable. The position shall ensure compliance with all governing laws and regulations.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Determining whether obligations, expenditures, and planned activities are within funding limitations of an approved budget; (2) Analyzing, and making corrective entries to income, operating expenses, and budgets; (3) Preparing preliminary budget estimates; (4) Reviewing justifications for program support activities; (5) Compiling and presenting financial data in work sheets, budget schedules, and other supplemental reports required for budget and funding reviews. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
