About the Position: As Resident Engineer of the Coastal Resident Office is responsible for contract administration and supervision of assigned projects to include military and civil construction for the North Carolina area.

Duties

Serve as Resident Engineer in responsible charge of contract administration and supervision of military and civil construction for the North Carolina area. Direct the work and supervise a staff of professional, technical, and clerical employees. Evaluate performance of staff, approve leave of staff, and recommend disciplinary action for staff. Responsible for insuring the timely and satisfactory accomplishment of up to 35 contracts individually ranging from a few thousand to $50 million. Provide advice on the technical requirements in contractual documents. Assure construction is performed in compliance with requirements. Render decisions on controversial engineering matters. Investigate and recommend solutions to construction problems. Assure that safe construction practices are in use on the construction site. Conduct negotiations with contractors of contract task orders and contract modifications. Verify and process contractor payment requests. Prepare scopes of work for contract modifications. Prepare and review cost estimates for task orders and contract modifications. Report status of construction, particularly in the areas of problems encountered adequacy of design and contract performance, and contract claims and appeals.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Within 24 months of job entry, incumbent must obtain Contracting Professional certification as a condition of employment.
  • A valid driver's license is required for this position.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • This is an Army Acquisition, Technology, and Logistics workforce position.
  • May be required to complete a 1-year supervisory probationary period.

This experience must demonstrate the following experience with civil works and/or military construction as a project engineer directly involved with construction management, application of professional engineering or registered architect disciplines to apply new methods and use sound professional judgment to solve novel or obscure problems, ability to develop new approaches associated with management of construction programs, application of a broad range of environmental principles in accomplishing the construction mission, and knowledge of contracting procedures and associated laws & regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Selective Placement Factor: This position requires a current, active, valid licensure as a Professional Engineer (PE) or a Registered Architect (RA) by an State, the District of Columbia, Guam, or Puerto Rico. You will be evaluated on the basis of your level of competency in the following areas: Construction ManagementContracting/ProcurementLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
