Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as a Packaging Specialist within the Packaging and Transportation Policy office.

Duties

1: Provides general packaging and packaging policy support for protecting Air Force assets under all environmental and storage conditions, and transportation modes. Employee will serve as a staff packaging specialist on program-wide packaging issues/problems. Employee will formulate policy that will achieve the objectives of the Air Force and Department of Defense (DoD) packaging program. Employee develops plans, policies, and procedures for the Air Force packaging program. Keeps these policies and procedures updated based on changing DoD packaging requirements or needs of users. Employee furnishes Air Force activities with necessary staff guidance and assistance to most effectively implement packaging policies and procedures. Establishes liaison with other Air Force organizations, major commands, HQ USAF, and other Services/agencies to assure effective, standardized, economical plans, programs, and objectives are developed and implemented Air Force-wide. Employee maintains liaison with key personnel in industry to keep abreast of developments and new trends in packaging. Employee furnishes Air Force Major Commands (MAJCOMs) with necessary staff guidance and assistance to most effectively implement packaging policies and procedures. Provides professional expertise in packaging management to assure requirements in support of Air Force weapon systems are met, that the data on packaging techniques and systems are effectively disseminated to user activities, and that life cycle cost effectiveness is considered in packaging development. Employee provides policy direction and guidance to activity engineers, packaging specialists, and technicians involved. Employee supports the logistics readiness posture of the Air Force by establishing stand criteria for the selection and prescription of packaging at time of procurement, during storage, or at time of shipment. Employee implements packaging policies and procedures established by higher authority (ODUSD or Defense Packaging Policy Group). Recommend changes to higher authority when applicable. Employee follows the precepts/philosophy of the Air Force quality process. 2: Analyzes, develops, coordinates, and reviews technical manuals, regulations, standards, studies, surveys, and other necessary publications to accomplish worldwide packaging responsibilities. Looks for opportunities to standardize or simplify documents and initiates appropriate action. Employee provides original input to specifications and standards based on familiarity with specifications requirements, information sources, and subject matter. Integrates technical information provided by other staff members to meet Air Force needs. Reviews and evaluates logistics support directives and assures that the Air Force packaging polices support the planning directives and projected management of support systems. Employee provides planning information, guidance, and direct assistance for preparation of such documentation for both present and proposed aerospace/weapon systems. Employee supports the development, coordination, and publishing of AFI 24-204, which the office has Air Force Office of Responsibility (OPR) management. 3: Employee interprets DoD, DOT, and Air Force policy directives to determine impact on packaging organizations utilizing Knowledge of Logistics Management. Develops and reviews policy on packaging. Employee responds to policy problems of Air Force and other Service OPRs for packaging. Formulates and develops packaging projects required to ensure that Air Force policies are consistent with DoD and DOT policy directives. Coordinates proposed policy with engineering functions, environmental, safety, contracting, and appropriate managers and staff elements. Provide packaging guidance to team members, monitors progress of packaging projects, and gives input on project performance. 4: Performs special studies and develops recommendations for application of new procedures relating to packaging. Employee will carry out packaging studies or conduct packaging analysis. Ability to use the information generated from the studies and analysis of the packaging logistics operations to formulate new policies to improve logistics management of DoD materials. Proposes, supports, and defends these new polices to the Director, Air Force Materiel Command Logistics Directorate and other Senior Staff Officers. 5: Represents the Air Force at joint service meetings concerning DoD packaging policy and packaging systems development matters. Chairs and attends conferences/meetings on packaging, representing Air Force frequently. Employee will provide recommendations or answers during exchange of information. Employee will represent Air Force on committees and boards to act as Air Force technical advisor on packaging related issues/problems.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) or will have within 120 days of this announcement closing, specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in serving as a technical expert for Packaging and Transportation matters which includes developing, distributing, and clarifying Air Force policy concerning packaging related issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Air Force and DoD Packaging and Hazardous Material policy, procedures, and management. 2. In-depth knowledge of the structure, interfaces, procedures, and uses of automated Packaging and Hazardous Material systems and databases, and their relationship to DoD, Air Force and command policies and procedures. 3. Extensive knowledge and experience of the operation of the logistics functions in the field and related activities in the headquarters, and other major commands. A comprehensive knowledge of Air Force packaging and containerization policies and objectives, the principles affecting packaging technology, and comprehensive knowledge of government and industry packaging practices. 4. Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the programs and organizations studied or served, and related customers, functions, resources and users. 5. Knowledge of safety and security regulations, practices, and procedures. 6. Ability to meet and deal with internal and external customers using a high level of tact and diplomacy. 7. Ability to recognize and analyze problems, conduct research, and develops timely and economical solutions. 8. Ability to originate new ideas, studies, methodologies, and to plan and execute complex, multi-faceted projects. 9. Ability to develop, prepare, coordinate, staff, influence, and implement Packaging and Hazardous Material policies, procedures, programs and directives. 10. Ability to communicate effectively, both orally and in writing, at senior officer/executive level. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
