This position is located in a district or area office within one of the six (6) regional offices (RO) of the Office of Federal Contract Compliance Programs (OFCCP). The purpose of OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal Government. This position is Outside the bargaining unit.

Once the selection has been made, the salary will be set in accordance with the selectee's location. The positions can be filled in any of the following locations: Dallas, Texas San Francisco, California Major Duties: This position is established as Director of Regional Operations (DORO). The DORO ensures that the RO staff understands and implements the provisions of Executive Order 11246, as amended (Executive Order); Section 503 of the Rehabilitation Act of 1973, as amended (Section 503); and the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended, 38 U.S.C. 4212 (VEVRAA). Plans, prioritizes, supervises, and assigns work; collaborating with peers and subordinates to ensure effective advisory services and otherwise ensuring continuous progress toward stated operation goals. Implements and executes the RO framework in conducting compliance reviews, investigations, and executing enforcement priorities for the Division of Regional Compliance Operations. Drafts, reviews, and edits enforcement documents, such as conciliation agreements (CA) Notice of Violations, and complaint documents to ensure quality and consistency with OFCCP policies and procedures. Serves as the primary agent of the RD in the monitoring of ongoing enforcement actions within the region to ensure and enforce compliance with OFCCP and regional policy programs, regulations, and procedures. OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • You will be required to submit a Confidential Financial Disclosure Report, OGE-450.
  • You will be required to serve a one-year supervisory probationary period if the requirement has not been met.
  • Appointment to this position may require a background investigation.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. THIS IS IMPERATIVE IN DETERMINING IF WHETHER YOU HAVE AT LEAST ONE YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED. GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include: Experience in analyzing and/or investigating compliance with federal, state, and/or local government laws and regulations (e.g., employment discrimination, labor standards, safety, and health, etc.); Directs staff to conduct detailed and comprehensive analyses of complex investigations to determine compliance with federal, state, and/or local government laws and regulations (e.g., employment discrimination, labor standards, safety, and health, etc.); Experience in conducting and/or participating in interviews, negotiations, and conciliation to resolve noncompliance with federal requirements; and Experience in developing cases for which administrative and/or judicial actions are appropriate and recommends actions.
