This position serves as the Assistant Field Supervisor (AFS) for Endangered Species in the Carlsbad Fish and Wildlife Office's Palm Springs sub-office (Palm Springs FWO), Palm Springs, CA. The AFS serves under the Field Supervisor and leads the Palm Springs FWO's Endangered Species Program. The AFS has management responsibilities for issues and activities under the Endangered Species Act, including Section 7 consultation, habitat conservation plans, and recovery planning and implementation.

Duties

Note: This position is not a remote work position. The position may be eligible for part-time telework with supervisory approval. As a Supervisory Biologist (Endangered Species) your duties will include but are not limited to the following: Serves as the primary technical and policy expert and coordination point for the Palm Springs FWO staff on Endangered Species activities. Advises program area supervisors and staff on interpretation and implementation of bureau and FWO policies. Responsible for planning, organizing and supervising technical and administrative activities of the Endangered Species Program. This includes coordination and oversight of the Division Supervisors and other staff conducting Endangered Species work, including section 7 consultation, recovery planning and implementation, habitat conservation plan development, and interaction on many complex or contentious project or permit issues simultaneously with many agencies, groups, and individuals. Monitors financial activities within the program areas and provides guidance on budgetary development and implementation; and develops and/or reviews contracts, reimbursable and cooperative agreements, and acquisition requests for consistency with program goals and objectives, policies, and available budgets. Supervises and evaluates the performance of subordinate supervisors and staff; prepares position descriptions and makes and/or participates in personnel selections; provides guidance on developing staff knowledge, skills, and abilities for career advancement, and recommends individual development plans and formal training; conducts performance appraisal reviews and evaluations with supervised staff, reviews evaluations made by Division Supervisors on their staff; and initiates or reviews award recommendations or appropriate disciplinary or performance improvement actions when warranted. Reviews staff work products to ensure that contents of Endangered Species Act listing, section 7, and recovery documents, habitat conservation plans, decisional records, environmental documents, and reports support recommendations and conclusions, are technically accurate and clearly written, are consistent with Federal laws and regulations, and support bureau positions and policies.

Qualifications

Only experience and education obtained by 05/29/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. GS-401 Educational Requirements Degree: major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. A photo copy of official transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position. OR You must have an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. Minimum Qualification GS-14 One year of specialized experience equivalent to at least the GS-13 level in the Federal Service. Examples of specialized experience may include: managing a multi-disciplinary or landscape-scale natural resources program or serving as a senior expert advisor on issues, projects, or programs related to endangered species and Endangered Species Act Section 7 and 10 permitting actions; providing supervision or leadership over a team; providing technical and policy guidance to staff; consulting and negotiating effectively on complex natural resource topics; and preparing reports, briefing materials, and position papers on natural resource conservation and management; and similar duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
