***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.*** This position is for a Procurement Coordinator (Systems/GPC) Position Description Number T0053000 located in a National Guard financial organization at the GAARNG - USPFO, Marietta, GA. Area of Consideration: Open to all US Citizens. This position does not require National Guard Membership.

Duties

As a Procurement Coordinator (Systems/GPC), GS-0560-11, you will: Serve as a Government Purchase Card (GPC) Level 4 Agency/Organization Program Coordinator (A/OPC) for the designated Contracting Office. The incumbent is designated to manage the day-to-day operations; implementing and administering the GPC program; assists in establishing local policy and guidance; conducting training and monitoring GPC use; and providing oversight and administration. Responsible for the program providing oversight of Approving/Billing Officials (A/BO's) and /Card Holders (CH's accounts that include purchases at and/or below the micro-purchase threshold for supplies, services, and construction, and purchases of supplies and services using existing pre-priced contracts and blanket purchase agreements (BPA's) as well as for payments for training purchases on SF-182's. Serve as the primary liaison between the Servicing Bank, and the designated Contracting Office to answer questions and resolve problems resulting from the use of GPC. Incumbent also serves as point of contact for resolving issues and disputes between CHs, A/BOs, and vendors. Incumbent provides technical direction and general procurement procedures regarding GPC regulations and policy on the use and expenditures of public funds under the GPC program. Coordinate with NGB as well as other LEVEL 4 A/OPCs concerning the GPC program guidance and policies to establish consistent practices. Prepare GPC status reports and briefings for higher authorities and other contracting personnel. Conduct surveillance of A/BOs and CHs accounts through the use of the Data Mining Oversight and Surveillance System to ensure compliance with Public Law and policy. Evaluate A/BOs and CHs performance during surveillance reviews, direct remedial training as necessary, initiate account suspensions, removal from program, and recommend disciplinary actions to chain of command based on findings. Review/Audit GPC documentation to ensure compliance with policies and procedures using various methods to include data mining capabilities and systems. Responsible to ensure cardholders are following purchase guidelines and have funding available. Oversee the proper use of the required sources of supply. Verify that proper supporting documentation is maintained IAW policy. Utilize the prescribed system to nominate, approve, appoint, retain and terminate all GPC roles and functions. Manage and update information as required in GPC provider bank system to include: ordering GPC's; updating A/BO and CH information; creating new master accounts; monitoring/reviewing all monthly GPC statements; changing monthly and single purchase limits. Organize and provide training locally and/or remotely to GPC stakeholders for the GPC program as well as expanded authority training. Coordinate with Resource Managers, Financial Personnel, Logisticians, and other GPC Stakeholders as require to provide additional training and guidance in relation to the GPC Program. Majority of training is in-person for A/BOs and CHs covering Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement and Army Federal Acquisition Regulation Supplement, Green Procurement, ethics, fiscal law, simplified acquisition procedures, and expanded authority card training. Provides procurement business systems customer support. Communicate/assist customers, contracting and acquisition personnel, and others with announcements, routine troubleshooting issues/questions with procurement business systems. Assist in identifying training needs for procurement business systems, training gaps within supported organization(s), and leverages existing materials. Serve as functional systems administrator for the supported acquisition organization(s)' access to Federal, DoD, and Army/Air procurement business systems, which requires knowledge of procurement policies and procedures. Plan, manage and execute automated procurement systems. Resolve routine functional/technical system problems. Responsible for tracking/processing user access in acquisition systems and providing the appropriate system permissions. Follow established guidelines and standard methods and operating procedures. Prepare routine reports, and informational briefings. Assist with preparation of complex/custom reports and briefings. Provide technical and functional guidance to acquisition personnel. Data Management: Attend trainings and meetings, surveys supported acquisition team activities to gather data and responds to higher agency requests as required. Prepare routine reports and responds to taskers/queries. Process and interpret automated scheduled/unscheduled reports for data integrity, corrective actions, metric improvements or management taskers. Identify trends and recommended areas where improved management control/oversight is needed based on data reporting compliance. Performs other duties as assigned.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). The primary purpose of this position is to serve as the Government Purchase Card (GPC) Program Coordinator and Procurement Systems Analyst. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
