The Defense Counterintelligence and Security Agency (DCSA) seeks people for the position of Personnel Security Specialist. This role supports the efficient delivery of background investigations, continuous vetting, and adjudications to uphold the integrity and trustworthiness of the federal, contractor and industry workforce.

Duties

This job is open to All U.S. Citizens who live or reside in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, and Clarion; Ohio counties of Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties: - Assist customers with the processing of background investigations to ensure timely submissions. - Assist customers via email and telephone to assess their investigative and system needs. - Assist system software developers to resolve technical issues by conducting analyses and risk assessments identifying potential problems. - Interpret personnel security guidelines to include Public laws, Executive Orders, regulations, policies, Federal Investigative Notices, standard operating procedures, and job aids. - Perform a variety of system testing and development ensuring defects are detected and resolved before production deployment.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. General Schedule Qualification Standards (opm.gov) for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 05/20/2024 You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 07 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: 1. Knowledge of Personnel Security customer facing automated systems (NBIS, CVS, PDT, e-QIP, PIPS, FTS, SWFT or similar systems). 2. Knowledge of step-by-step processes of background investigation programs and processes. 3. Coordinates with stakeholders to assess operational situations troubleshoot issues and recommend alternative solutions. 4. Provides customer support by analyzing, evaluating, troubleshooting and providing guidance on personnel security requirements and errors encountered. Specifically you will be evaluated on the following competencies: Problem Solving- Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders. Personnel Security- Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications. Communications -Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals. Strategic Thinking-Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
