The Veterans Service Representative (VSR) (Authorizer) works as an employee in the Veterans Service Center (VSC), Pension Management Center (PMC), Benefits Eligibility Support Team (BEST), or Integrated Disability Evaluation system (IDES) Program Division explaining benefit program and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, adjudicates claims, authorizes payments and inputs data necessary to generate the award and notification letters.

Duties

Major Duties : The Veterans Service Representative (VSR) is responsible for review and authorization of a full range of claims of a larger scope of responsibility which are unusually complex cases or those of a very sensitive nature involving novel issues, to include any appellate reviews related to contested claims. The VSR serves as the team mentor to lower graded VSRs providing a comprehensive level of technical advice and guidance on complex authorization and development issues. The VSR conducts training as needed and other duties as assigned. Promotion Potential: None. Work Schedule: Monday-Friday 8:00am-4:30pm Compressed/Flexible: Not available. Telework: Available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrating competence in adjudicating and authorizing veterans' claims Developing, examining, investigating, adjudicating, and authorizing claims for disability compensation, disability pension, death compensation, death pension benefits, life insurance benefits, etc. The incumbent develops various quality assurance processes with emphasis on work procedures and techniques that address unique work conditions and practices Ensures all program requirements imposed by Compensation and pension Service and the Court of Veterans Appeals are met or implemented. Develops local operating procedures for the team to supplement regulations and directives as needed. Facilitates unit processes by working with lower-graded VSRs to ensure that tasks are completed within the deadline established by team Coach. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
