About the Position: Serves as Natural Resources Program Manager for a large multiple-use lake office. The incumbent plans, coordinates, and directs the execution of complex natural resource and recreation programs, including the oversight of the management of 80,000 acres of land and the largest forest management program. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serves as Chief Ranger of the Recreation Section of a large, multipurpose lake project with a main mission of executing the daily operations of 9 day use areas, 7 campgrounds and 12 boat ramps that directly serve about 1,000,000 visitors per year. Directs the activities of a large volunteer program that generates approximately 26,000 hours of volunteer service each year and establishes and maintains partnerships with community stakeholders to support recreation activities on the project. Represent the Corps at public meetings, county economic development meetings, courts, media interviews, etc. on matters affecting the lake. Monitor and evaluate recreation trends and developments in order to recommend short and long-range objectives that will serve as the principal framework for determining budget and personnel requirements for the recreation team. Serves as contracting officer’s representative (COR) for park attendant contracts. Assists other CORs with oversight of contracts necessary for the operation and management of the lake and facilities such as mowing, trash collection, janitorial services, and maintenance.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires employee to wear uniform and badge at all times while in duty status.
  • This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • Must possess or acquire all Title 36 Citation Authority requirements within one year.
  • This position may requires employee to work nights, weekends and/or holidays.
  • A pre-appointment physical is required for this position.
  • Must possess or be able to acquire a USACE motorboat operator's license within one year.

Additional information about transcripts is in this document. Basic Requirements for a Natural Resources Program Manager, GS-0401-11: Education:A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes which includes planning, coordinating, and directing the execution of natural resource and recreation programs AND developing and implementing a variety of natural resource management and protection programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
