This position is located with Bonneville Power Administration, in the Cyber Security Forensics and Intelligence organization (JBB), Cyber Security Office (JB), Information Technology (J), Chief Administrative Office (N), Bonneville Power Administration (BPA). A successful candidate in the IT Cybersecurity Specialist position will serve as a Computer Forensic Analyst/Technician performing a wide variety of investigations, inquiries, and tasks concerning incident and investigations management.

Duties

Use various host based forensic tools such as Encase or FTK to search for and prepare information and evidence. Obtain and images various digital devices and provides information about the devices to assist investigations/inquiries. Conduct research through a variety of publicly available information databases. Examine and analyze evidence/information from magnetic media storage devices (floppy disks, hard disks, magnetic tapes, optical disks, memory cards, magnetic strip cards, and the like). Analyze raw data (e.g. malware, network packets), log information, and other information sources in the course of incident response. Prepare accurate clear and comprehensive reports of findings which can be understood by non-technical personnel.

• The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.
• This position requires an initial drug test prior to appointment and random drug or drug and alcohol testing thereafter;
• Failure to test or a positive result on random drug or drug and alcohol tests conducted after appointment may result in removal from Federal employment.

Qualifications

BASIC REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as: Experience performing duties associated with information security (INFOSEC) doing work involved in development, implementation, maintenance and enforcement of cyber security policies and standards; 2) Planning and conducting Forensic and threat analysis for to support cybersecurity incident response, e discovery, and FOIA requests; and 3) Developing processes to ensure compliance with security requirements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
