This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As the Engineering Technician working in the U.S Army Corps of Engineers, New York District in Jersey City, New Jersey, will report to the Branch Chief of the Survey Section in Operations Division.

Duties

Use precise optical, laser, microwave and electronic data collection instruments (e.g., theodolite, transit, automatic level, total station, etc.). Perform a variety of mathematical computations. Provide on-site inspection of a variety of projects relating to surveying and dredging. Prepare estimates of costs for various proposed hydrographic, topographic, property and aerial surveys which serve as a basis for awarding a variety of competitive and/or negotiated contracts. Provide on-site guidance for single or multiple survey crews performing a variety of type of surveys. Serve as technical expert in beach monitoring.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience (GS-05): One year of specialized experience which includes 1) assist higher-graded technicians by preparing graphs, charts, diagrams, and visual presentations; and 2) performs basic mathematics using standard formulas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized Experience (GS-06): One year of specialized experience which includes 1) support higher-graded technicians with computer-aided drafting for repair, maintenance and/or construction project bid documents; 2) assist in preparing as-built drawings for engineering contracts; 3) uses Geographic Information Systems (GIS) to create maps for engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Engineering or Industrial Technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Specialized Experience (GS-07): One year of specialized experience which includes 1) support higher-graded technicians with computer-aided drafting for repair, maintenance and/or construction project bid documents; 2) assist in preparing plans, specifications and as-built drawings for engineering contracts; 3) uses Geographic Information Systems (GIS) to create maps for engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as Engineering or Industrial Technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Specialized Experience (GS-08): One year of specialized experience which includes 1) performs computer-aided drafting for repair, maintenance and/or construction project bid documents; 2) prepares plans, specifications and as-built drawings for engineering contracts; and 3) uses Geographic Information Systems (GIS) to create maps and plan information for engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Engineering or Industrial Technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Specialized Experience (GS-09): One year of specialized experience which includes 1) Using various electronic surveying instruments; 2) Inspecting surveying and dredging projects; and 3) Evaluating surveying data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major course of study in physical science, mathematics, architecture, and electrical or mechanical systems, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Education
